SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director (II), Department of College and Career Readiness and Districtwide Programs, provides leadership for the career advising program as required per Blueprint for Maryland's Future as well as the work associated with the College and Career Readiness (CCR) pillar of the legislation. The director leads various programs, projects, and postsecondary partnership initiatives; multiple Career and Technical Education (CTE) programs; innovative secondary programs; dual enrollment college credit courses and industry recognized credentials offered through Montgomery College (MC). Supports the submission, monitoring, and reporting of the Carl D. Perkins grant, manages multiple state and/or federal grants, and the required letters of support to Maryland State Department of Education (MSDE) for new high schools and renovations. The director provides leadership for the training and administration of the College Board ACCUPLACER and the recruitment, marketing, and application process for dual enrollment degree programs. Serves as the liaison between the district and MC for student focused programing, and represents the district in the Maryland Career and Technical Administrators (MCTA) organization, on CTE committees, on college and university workgroups, on CCR committees, and on various career and postsecondary partnerships at the local and state level. Provides leadership for presentations to the Board of Education, parents, community members, business stakeholders, and higher education partners; supervises and evaluates staff in the division.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current educational principles, best practices and procedures in program development, staff training, instruction, and assessing program needs in the assigned area. Thorough knowledge of Montgomery County Public Schools (MCPS) organization, administration and policy related to curriculum, assessment, and instruction, and federal and state laws related to curriculum, assessment, and instruction. Thorough knowledge of the Blueprint for Maryland's Future College and Career Readiness Pillar and related legislation; Career and Technical Education programs, and Carl D. Perkins grant; Montgomery County career advising program, and dual enrollment programs. Knowledge of and experience with comprehensive program implementation, monitoring, and grant writing. Knowledge of college and career readiness accountability measures and achievement data analysis. Ability to work effectively with postsecondary and business partners, principals, administrators, staff, and parents, as well as state and national colleagues to implement and monitor programs in diverse settings. Ability to design, implement, and monitor student academic support programs. Excellent planning, organization, program development and management, communication (oral and written), collaboration, leadership, and human relations skills. Ability to prepare documents and presentations for the superintendent and Board of Education. Is able to gain an understanding of and apply the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with specialization in the area of education, curriculum, assessment, instruction, supervision, or leadership; doctoral degree preferred. Five years or more experience in a supervisory, leadership, or administrative position; experience in a K through 12 school system preferred. Five years outstanding teaching experience in the related content area or level. Demonstrated and recent leadership in developing, managing, and overseeing college and career readiness initiatives, career advising/coaching, and program development, implementation, monitoring, and evaluation. Extensive experience with establishing, cultivating, and maintaining relationships inside and outside of MCPS. Demonstrated leadership and broad experience working with diverse stakeholders. Successful experience in directing, supervising, and evaluating staff. Experience with leading curriculum development and assessments, technical skill certifications and industry recognized credentials, instructional practices and staff training. Experience working effectively with institutions of higher learning, MSDE, community organizations, government agencies, and businesses. Experience in grant writing, development of memorandums of understandings, legislative implementation, and regulation review and revision is desirable.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for administrator I certification. Completion of OAT I and II.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening Board of Education meetings, parent and community presentations, student and family meetings related to CTE, dual enrollment, Blueprint (and/or related legislation), as well as career advising are required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Leads the development and monitoring of implementation of the instructional program in the area of assigned responsibility to address local and state mandates and priorities.

Supervises and evaluates a team of administrators, instructional specialists, support staff and varied career advisory personnel.

Plans, manages, and monitors the work of division personnel.

Keeps knowledgeable regarding ongoing and new program development.

Reviews best practices, recent literature, and research studies and reports.

Evaluates findings and suggests changes or modifications to improve existing programs.

Leads the development and revision of curriculum, assessment, instructional, and professional development resources to support instructional programs, student academic achievement, college readiness, and industry certifications.

Collaborates with higher education and businesses to support development, implementation, and evaluation of student programs that prepare students for college and career.

Collaborates with Maryland State Department of Education (MSDE) on grants to support career and technical education.

Develops innovative partnerships with Montgomery College and other postsecondary institutions to improve student readiness for college-level studies and to foster seamless transitions from secondary to postsecondary environments.

Leads countywide meetings to support engagement of stakeholders.

Supports schools in implementation of programs.

Provides leadership in design and delivery of professional development activities for principals, teachers, and support staff related to the areas of supervision.

Supervises the evaluation and selection of textbooks, instructional materials and equipment.

Collaborates with facilities management in developing plans for new and renovated facilities.

Collects data and prepares responses to requests for information and responses to the Board.

Liaises with Maryland Department of Education (MSDE) on career and technical education and related college and career readiness legislation.

Prepares required reports and annual budget requests; manages expenditures and accounts; recommends allocation of grant funds.

Works with WorkSource Montgomery on the planning, development, and implementation of career advising.

Provides leadership for College and Career Readiness pillar of Blueprint legislation.

Leads outreach efforts to increase enrollment in and successful completion of dual enrollment and industry recognized credentials.

Plans and coordinates engagement activities that involve parents, community, postsecondary partners, and business stakeholders.

Collaborates with other MCPS offices and departments to support college and career readiness and career advising.

Recommends staffing allocation for Dual Enrollment Program Assistants, and monitors training.

Develops memoranda of understanding.

Participates in interviewing and hiring.
