SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Chief Academic Officer, the Director and the George B. Thomas Learning Academy (GBTLA) Board of Directors, leads and directs the GBTLA Saturday School program, Summer School, and Out of School time programs and is responsible for designing, developing and implementing strategic plans in alignment with school system strategic plan; monitors and evaluates programs and supervises and evaluates staff. This position serves as the director of the GBTLA, a non-profit 501©3 organization, directing the day-to-day operations and planning, structuring, and implementing all GBTLA programs including Saturday School. Develops and plans yearly budgets. Promotes and monitors the enrollment of students in each program and site. Leads and supervises staff and conducts staff evaluations. Assesses, manages and determines actions pertaining to matters impacting planning, policies and operational procedures. Delivers presentations to the Board of Education and frequently engages GBTLA Board of Directors, community members, executive staff and other stakeholders. Responds to Board of Education public requests for information and conducts presentations to the Board of Education. Attendance at evening meetings, Parent Teacher Association presentations, award ceremonies, and other programs may be required. Provides updates, guidance and support to principals regarding program implementation and planning. PHYSICAL DEMANDS: None SPECIAL REQUIREMENTS: Ability to work a scheduled five-day work week including Saturdays. Available to work weeknights, as required. Specific weekdays may be flexible based on operational needs.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES:Thorough knowledge of the organization of Montgomery County Public Schools (MCPS). Thorough knowledge of the MCPS programs, policies, and procedures. Thorough knowledge of educational theory, research-based best practices, and the Maryland College and Career Ready Standards, as well as other state and national standards. Knowledge and understanding of the Blueprint for Maryland’s Future requirements and goals. Ability to ensure a diverse student population and equitable access to academic curricula and instructional programs. Ability to collect, analyze, and use data for program planning, monitoring, and evaluation. Considerable knowledge of school operations. Ability to manage budgets, reporting, procurement, and legal processes related to education. Writing and technology skills necessary for producing comprehensive reports and making presentations. Demonstrated ability to conceptualize, lead, and evaluate large scale projects. Excellent oral and written communication skills and interpersonal skills built on communication, collaboration and engaging individuals with diverse cultural and educational backgrounds. Knowledge and skills to work with outside agencies. Ability to provide direction to others and make independent judgments, keep and maintain accurate records and meet deadlines.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE:Master's degree from an accredited college or university in educational administration, or related field. Experience as a school-based administrator preferred; some teaching experience is required; minimum of three years of successful experience in a supervisor and organizational management role, requiring problem-solving, data analysis and extensive collaboration. Experience working with outside agencies preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS:Meets Maryland state certification requirements for Administrator I. Completion of Observing and Analyzing Teaching I or II, or completion within one-year of the position start date.

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES:Leads, monitors, and facilitates the successful implementation of the GBTLA programs, summer school, and out of school time programs and services; and oversees daily operations.Leads the successful integration of local and grant-funded initiatives into the programs through creative innovation and flexible planning in order to meet the needs of all students, including students receiving special education services and Emergent Multilingual Learners.Establishes collaborative relationships with other MCPS offices, county agencies, higher education and business partners, as well as the Maryland State Department of Education (MSDE) that support the mission of the department.Implements related Blueprint for Maryland’s Future requirements, including reporting, and goals.Oversees the completion of all MSDE-required reporting and ensures alignment to MSDE standards, regulations, and other requirements.Develops, oversees, manages, and monitors the MCPS budget related to PK-12 program maintenance, development, and improvements to ensure alignment with approved budgets and advocating for adequate funding to support curriculum needs.Leads and directs GBTLA and district summer school and out of school time programs and services; develops and executes the vision, objectives, and strategies of the GBTLA, in alignment with the school system’s strategic plan; coordinates the tutoring and mentoring programs at GBTLA centers and sites; and develops new and innovative academic programs.Develops fundraising initiatives. Participates in budget preparation and management.In alignment with MCPS core values, effectively supports work around equitable, culturally responsive instruction with the goal of ensuring academic success is not predictable by race, ethnicity, gender, socioeconomic status, language proficiency or disability.Assesses and identifies needs, plans and oversees professional learning and development for teachers, including GBTLA staff.Supervises and evaluates staff, including administrative staff in the GBTLA programs, summer school, and out of school time programs;Responds to inquiries and requests for information from MCPS, community organizations, and local, state, and federal agencies regarding operational procedures, policies, or issues.Articulates the GBTLA’s vision, goals, and programs to the community, executive staff, Board members, internal and external stakeholders, partners, agencies and organizations.Develops and maintains policies and regulations for submission to the GBTLA Board of Directors for which the GBLTA is responsible.Performs other related work, as required.
