SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Chief Academic Officer, is responsible for developing and executing the vision and administration of the department, as well as providing leadership for the designing, planning, development, implementation, and monitoring of countywide PK-12 curriculum in Science; Social Studies; World Languages, Fine and Performing Arts; Health/Physical Education. Provides leadership and supervision for department staff in program development and implementation as well as responsive improvements through curriculum development and implementation, program evaluation and direct support to schools. Requires presentations to the Board of Education, fiscal oversight, completion of reports, and frequent dialogue with community members, state officials, and media representatives. PHYSICAL DEMANDS: None SPECIAL REQUIREMENTS: Attendance at evening Board of Education meetings, Parent Teacher Association presentations, award ceremonies, and other programs may be required.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES:  Thorough knowledge of the PK-12 instructional programs of the Montgomery County Public Schools (MCPS); thorough knowledge of educational theory, research-based best practices, the Common Core State Standards as well as other state and national standards. Knowledge and understanding of the Blueprint for Maryland’s Future requirements and goals. Knowledge of school improvement planning process. Ability to ensure a diverse student population equitable access to curricula and instructional programs. Ability to collect, analyze, and use data for program planning. Ability to support the vision of the department, promote open communication, and collaboratively problem solve. Knowledge of curriculum and assessment design, implementation, and evaluation. Ability to use systems thinking to establish clear goals for program development. Ability to manage budgets, reporting, procurement, and legal processes. Writing and technology skills necessary for producing comprehensive reports and making presentations. Demonstrated ability to conceptualize, lead, and evaluate large scale projects. Excellent interpersonal skills built on communication and collaboration. Excellent oral and written communications and human relations skills.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE:  Master’s degree with focus in the area of curriculum and/or administration. Minimum three years’ experience as a curriculum supervisor/director, school-based administrator, and/or principal; experience providing leadership in designing, planning, and implementing instructional programs. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Ability to prioritize and manage multiple tasks and lead a wide range of varied projects in a complex school system.CERTIFICATE AND LICENSE REQUIREMENTS:  Meets Maryland state certification requirements for Administrator I. Completion of Observing and Analyzing Teaching I or II, or completion within one-year of the position start date.

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES:  (Incumbents may perform any combination of the essential functions shown below.  This position description is not intended to be an exhaustive list of all duties, knowledge, or ability associated with this classification, but is intended to accurately reflect the principle job elements.)Ensures well established processes are in place for the development of culturally responsive PreK-12 curriculum and instruction.  Works to build strong communication, collaboration and communication within the office, central office and schools.Develops a cohesive, well aligned professional development plan and coordinates efforts with the Division of Equity and Organization and the Chief Academic Officer.Identifies needs for curriculum development and or selection and instructional program improvement; designs, and conducts evaluations of new and existing curricula and instructional program to ensure that the needs of all students, including students receiving Special Education services and Emergent Multilingual Learners, are met.  Interprets the program to the professional staff, Board of Education, and the community.Ensures curriculum compliance with Maryland State Department of Education standards and reporting requirements.Ensures curriculum and assessment alignment so that assessments accurately reflect curriculum goals, learning objectives, and state standardsDevelops and implements a cycle of curriculum development, review, monitoring, evaluation, and revision, ensuring all students have access to high quality curriculum.Provides support to the instructional programs through the identification, evaluation, and selection of instructional materials, and through the development of curricula and assessments.  Develops, oversees, manages, and monitors the MCPS budget related to PK-12 curriculum program maintenance, development, and improvements to ensure alignment with approved budgets and advocating for adequate funding to support curriculum needs.            Establishes collaborative relationships with other MCPS offices, county agencies, higher education and business partners, as well as the Maryland State Department of Education (MSDE) that support the mission of the department.Collects and utilizes data to inform instructional decisions and monitors plans for academic interventions      Supports districtwide efforts in policy implementation such as grading and reporting and high school graduation requirements.Coordinates the review and use of proven, research-based methods and strategies for curricular development and implementation, including leading staff in the effective utilization of open sources resources.      Develops and presents information and programs to the Board of Education, professional staff groups, and community groups.    Implements related Blueprint for Maryland’s Future requirements, including reporting, and goals.Manages curriculum related contracts and Request for Proposals (RFP) processes, leading the RFP process, negotiating contracts with vendors, and monitoring contract performance.Responds to MPIA requests, Board of Education questions, and public testimony and inquiries.Monitors and responds to Maryland State Department of Education (MSDE), state and federal legislation, policies, and regulation impacting curriculum and instruction, completes reporting requirements, advocates for policies supporting district goals, and collaborates on new initiatives and ensuring timely adaptation in district curriculum.        Speaks with the media about curriculum, instruction, initiatives, and student achievement. Actively promotes research and development work to identify new and innovative programs and practices.Leads staff in developing a vision for curriculum, instruction, and assessment.    Collaborates with community partners and represents MCPS in select projects with external partners.
