WORKING TITLE: Director, Division of Career and Technology Education GRADE: P MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, plans, develops, manages, and monitors instructional programs in career education, business education, computer science, home economics, community-based education, ROTC, and industrial and technology education. Provides program coordination in construction trades, automotive trades, fire service, executive and entrepreneurial internships, vocational support services teams, Maryland's Tomorrow, tech prep and workplace learning. Supervises the operations of the Thomas Edison High School of Technology career development programs and of all career or vocational-technical education projects funded by state or federal grants, and special projects (Maryland's Tomorrow) utilizing JTPA funds. Interfaces with the business/corporate community to develop partnerships that foster work-based learning experiences.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the career and technology education and computer science programs offered to students in the MCPS. Knowledge and ability to budget and account for funds received from local, state, and federal sources. Ability to manage and/or administer special programs with an emphasis on providing career development. Ability to develop and pilot new career and technology education programs. Ability to interpret legislation affecting career and technology education. Ability to interface with the business/corporate community. Skill in supervising and coordinating a division staff that has diverse specialties and which is dispersed to many work stations. Excellent oral and written communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with course work in curriculum development, administration, or supervision. Doctor's degree desirable. Experience as a teacher with preference as a program administrator in a career and technology education program. Experience in program development. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisors and principals or administrator I.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent evening meetings with community groups and local advisory committees. Attends evening BOE meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Plans, directs and coordinates the work of division personnel.

2. Develops the division's budget, makes allocations to staff and monitors expenditures.

3. Prepares the annual career and technology education plan for submission to the Maryland State
Department of Education, and subsequent financial and program reports.

4. Supervises the preparation of all necessary documents to the Board of Education and the County Council that are necessary to receive and expend funds.

5. Supervises the operation of the Thomas Edison High School of Technology.

6. Serves as the superintendent's liaison to the two student trade foundations.

7. Keeps abreast of current career and technology education trends, research and programs at the state and national levels.

8. Keeps current on changes in education, society and the workforce that would have an impact on programs offered by the division.

9. Utilizes input of the community, advisory committees and the school system to provide students with career and technology education programs which are responsive to their needs.

10. Works with other MOPS departments to plan and coordinate the development and provision of appropriate materials, equipment and facilities for career and technology programs.

11. Develops and monitors a comprehensive career and technology education plan for the division.

12. Provides leadership for and coordinates the division's professional development activities.

13. Supervises the development and/or revision of career and technology education curricula.

14. Plans for and coordinates the participation of business, labor and other groups in the planning, operation and monitoring of career and technology education programs.

15. Serves as the school system's liaison to several advisory committees, councils and planning groups in the community.

16. Analyzes federal and state legislation pertaining to career and technology education to interpret and plan for compliance.
