SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the associate superintendent of the Office of Special Education (OSE), plans, coordinates, directs, and administers the Division of Division of Special Education Prekindergarten, Programs, and Services, including the following Units: Child Find/Early Childhood Disabilities; Vision and Deaf/Hard of Hearing Services; Speech and Language Services, Physical Disabilities Services Unit (physical and occupational therapy), Extended School Year, Private Religious Schools, the Model Learning Center, and the prekindergarten (pre-K) Central Individual Education Program (IEP) process. Responsible for the development and implementation of effective special education and related services for children ages birth to five and their families, and the delivery of special education services for students ages three to 21.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of federal, state, and local regulations applying to students with disabilities, including Parts C and B of the Individuals with Disabilities Act (IDEA), and thorough knowledge of the continuum of general and special education instructional services for prekindergarten and school-aged students with disabilities. Knowledge of federal and state requirements for the provision of Extended School Year services for students in Part B. Knowledge of IDEA requirements for the provision of services for incarcerated youth. Demonstrated knowledge of the range of appeal procedures applying to students with disabilities, including administrative review, mediation, and due process. Ability to provide management and supervision of staff members, including assigning and delineating responsibilities for effective delivery of services. Ability to collaboratively problem-solve with parents/guardians, MCPS administrators, OSE leadership, and staff members from other MCPS offices and county agencies in order to ensure the best outcomes for students. Knowledge of Maryland's Blueprint for the Future early childhood requirements and Montgomery County early childhood initiatives. Demonstrated ability to accomplish short- and long-range planning and implementation of office and system-wide initiatives. Ability to develop and implement plans to increase the percentage of pre-K students served in the least restrictive environment. Experience and demonstrated competence in fiscal planning, budget management, staffing, and grant management. Excellent verbal and written communication, and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with course work emphasis in special education, human development, psychology or related field. Minimum of five years outstanding experience working with students with disabilities in early childhood and school-aged settings. Proven experience working with parents/guardians and community agencies. Experience in preparing grants, budget documents, and financial reports. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State Department of Education (MSDE) certification requirements for Administrator I. Certification in special education or a related field. Certification in special education preferred. Observing and Analyzing Teaching (OAT) 1; must be completed within the first year.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides management and direction for the Division of Special Education Prekindergarten, Programs, and Services. Works with state and local agencies to develop and implement services for students with disabilities from birth to age 21. Assists general and special education staff members in implementing effective instructional and related services in alignment with the MCPS Strategic Plan. Provides general supervision regarding the provision of related services that supports students with disabilities in their instructional program. Develops and implements effective special education services for children enrolled in the Montgomery County Infants and Toddlers Program (MCITP) and students in MCPS. Develops effective partnerships among schools, families, the community, county, and state agencies to promote the provision of special education services. Develops budget and coordinates staffing for special education services. Oversees management of fiscal accounts and expenditures for special education services. Serves as liaison with MSDE and the Montgomery County Department of Health and Human Services. Works with the Office of School Support and Well-Being and the Office of Facilities Management to develop long-range facilities plans for expansion of pre-K services and enrollment growth. Oversees the planning and implementation of Extended School Year and Private Religious services. Supervises the Model Learning Center to ensure special education and related services are provided to eligible incarcerated MCPS students. Represents MCPS in all MSDE prekindergarten special education initiatives. Performs related duties consistent with the scope and intent of the position.
