SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director of the Department of Special Education Services, plans, coordinates, directs and administers the Division of Prekindergarten, Special Programs, and Related Services, including physical, occupational, and speech/language therapy, vision, auditory, emotional disabilities and transition services. Responsible for the development and implementation of effective special education services for children birth to age five and the delivery of related services for students to age 21.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of federal, state, and local regulations applying to students with disabilities and thorough knowledge of general and special education instructional programs for prekindergarten and school-aged students both within MCPS and in private schools serving students with disabilities. Demonstrated knowledge of the range of appeal procedures applying to students with disabilities, including administrative review, mediation, and due process. Ability to provide management and supervision of staff members, including assigning and delineating responsibilities for effective delivery of services. Ability to be able to collaboratively problem-solving with parents/guardians, principals, Department of Special Education leadership, and staff members from other agencies in order to ensure the best outcomes for students. Demonstrated ability to accomplish short- and long-range planning aimed at meeting system goals to increase the percentage of prekindergarten students who are served in the least restrictive environment. Experience and demonstrated competence in fiscal planning, budget management, staffing, and grant management. Excellent verbal and written communication and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university with course work emphasis in special education, human development, psychology or related field. Minimum of five years outstanding experience working with students with disabilities in prekindergarten and school-aged settings. Proven experience working with parents and community agencies. Experience in preparing grants, budget documents, and financial reports. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State Department of Education (MSDE) certification requirements for Administrator I. Certification in special education or a related field. Certification in special education preferred. Observing and Analyzing Teaching (OAT) 1 is required; completion of OAT 2 is preferred and must be completed within the first year.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides management and direction for the Division of Prekindergarten, Special Programs, and Related Services.

Works with state and local agencies to develop and implement services for children with disabilities from birth to age 21 and their families.

Assists general and special education staff members in implementing an effective instructional program in alignment with the MCPS Strategic Planning Framework.

Provides general supervision regarding the provision of related services that supports students with disabilities in their instructional program.

Develops and implements effective special education programs and services for prekindergarten children.

Develops effective partnerships among schools, families, the community, other county agencies, businesses, and state agencies to promote the provision of special education in regular early childhood settings.

Develops budget and coordinates staffing for special education programs and services.

Oversees management of fiscal accounts and expenditures for special education programs and services.
Serves as liaison with the Maryland State Department of Education and the Montgomery County Infants and Toddlers Program (MCITP).

Works with the Office of School Support and Improvement and the Department of Facilities Management to develop long-range facilities plans for MCITP, prekindergarten special education, and services for students who are deaf/hard of hearing, visually impaired, or physically disabled.

Represents MCPS in all MSDE prekindergarten special education initiatives.

Performs related duties consistent with the scope and intent of the position.
