SUMMARY DESCRIPTION OF CLASSIFICATION: Plans, directs, and executes an integrated program of procurement services, managing procurement activities in accordance with State of Maryland law and Board of Education policy governing such actions. Duties include developing and executing the division-level strategic plan consistent with the mission of the Department of Materials Management and promoting the continuous improvement of products and services. This director recruits, trains, supervises and evaluates staff in accordance with the Montgomery County Public Schools (MCPS) professional growth systems.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the principles and practices that are basic to the procurement mission. Ability to plan and organize staff and coordinate a variety of contractual actions occurring concurrently. Ability to review, modify, and create contract language in the best interest of the school system. Ability to negotiate between staff and vendor/suppliers on procurement contracts. Excellent communication, human relations, management, and leadership skills; knowledge of MCPS organization, strategic plan, and functions preferred.
EDUCATION, TRAINING, AND EXPERIENCE: Requires a Bachelor's degree from an accredited college or university with emphasis in business administration and one professional procurement certification such as the Certified Professional Public Buyer (CPPB) or Certified Procurement Professional (CPP); MBA preferred. Demonstrated successful managerial experience with a minimum of five years of experience in the management of a procurement operation in either a school system or governmental operation. Procurement experience in a large public school system will be considered advantageous. Combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position will be considered.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at some evening Board of Education and other school system meetings may be required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Directs the development of policies, procedures, and plans that ensure proper control over procurement and contracting transactions.

2. Maintains the procurement manual and keeps it current. Supervises, plans assignments, and organizes the workflow of the procurement office; approves recommended procurement methods and recommended contract awards.

3. Develops programs and processes for improving the efficiencies of operations in collaboration with customers, stakeholders, and vendors.

4. Directs staff in performing all procurement activities, including the preparation of statement of works; reviews commodity specifications, detailed analyses of cost proposals, issuance of contract modifications, negotiation of contracts, investigations and resolution of contractor performance, and development and selection of e-procurement solutions; evaluates goods and services; makes recommendations designed to reduce costs; and updates purchasing processes.

5. Prepares and presents staff recommendations for contract awards to the Board of Education for required procurement solicitations.

6. Keeps informed of all new developments relative to the availability of new and improved products and services in the market, bringing a recommendation to the attention of appropriate staff.

7. Cooperates with schools and offices in seeking out new commodities and processes that may have added value to MCPS.

8. Develops and manages annual budgets for the unit and performs periodic cost and productivity analyses. Performs related duties as required.
