WORKING TITLE: Director, Division of Programs and Services GRADE: P MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, plans, coordinates and directs the administration for the Division of Programs and Services. Responsible for managing the identification of program needs in individual school buildings and clusters to ensure that special education programs are accessible to all students.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of federal and state bylaws applying to students with disabilities and thorough knowledge of general and special education instructional programs both within and out of MCPS. Demonstrated knowledge of due process procedures applying to students with disabilities. Knowledge of fiscal/budget development procedures. Ability to organize staff, assign and delineate responsibilities for effective delivery of a service. Ability to work collaboratively with principals, Department of Special Education Programs and Services leadership, and staff from other agencies. Demonstrated ability to accomplish short and long range planning aimed at timely delivery of services. Demonstrated competence in fiscal planning and budget management. Excellent oral and written communications and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university with course work emphasis in special education, human development or psychology. Doctorate desirable. Minimum of five years outstanding experience working with severely disabled students in a variety of areas. Experience working with parents and other community agencies. Experience in preparing budget documents and financial reports. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisor and principal or administrator I.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening Board of Education and other school system meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Provides management and direction for the Division of Programs and Services.

2. Oversees the identification of program needs in individual school buildings and clusters to ensure special education programs and services are accessible to all students.

3. Oversees the administration of special schools for students with disabilities; monitors the development and implementation of School Improvement Management Plans that address identified school needs and support the Success for Every Student Plan.

4. Serves as liaison between the director of the Department of Special Education and general education school administrators on issues related to special education staffing and programming.

5. Assists general and special education staff in implementing an effective instructional program, the MCPS Program of Studies, and the Success for Every Student plan for students with disabilities.

6. Develops effective partnerships among families, the community, other county agencies, business and stage agencies to promote the success of students with disabilities.

7. Oversees the provision of related services that support students with disabilities in their instructional program.

8. Oversees management of fiscal accounts and expenditures for special education programs and services.

9. Works with general and special education administrators and special education staff to coordinate and implement the annual review process.

10. Serves as liaison with MSDE and Infants and Toddlers.

11. Performs related work as required.
