SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the associate superintendent for the Office of Student and Family Support and Engagement (OSFSE), the director of psychological services is responsible for leadership and support, scheduling and assignments, professional development, program implementation, and evaluation of psychologists. Collaborates with other OSFSE staff to support students who experience personal, social and/or emotional issues that prevent the attainment of academic success in the classroom setting. Works closely with the associate superintendent, school administrators, families, local and state agencies, and community organizations to promote academic achievement, and positive social and emotional outcomes for all students. Builds a robust model of collaborative psychological services and supports, to include group and individual counseling and/or referrals to agencies of government and/or community services, to address academic milestones (such as attendance, suspensions, expulsions, dropout rates), and the disproportionate suspensions of African American and Latino students, and students impacted by poverty.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of relevant local, state and national standards, policies and regulations (e.g. Montgomery County Public Schools (MCPS) and Maryland State Department of Education (MSDE)), with emphasis on the student services and special education related laws and school psychological services, as well as programs for implementing federal and state laws and regulations governing the education of students with disabilities, Section 504 of the 1973 Vocational Rehabilitation Act, and Americans with Disabilities Act. Knowledge of the Individuals with Disabilities Education Act and special education regulations. Knowledge of national standards for school psychological services and for school psychologists. Possesses the organizational, managerial and supervisory competencies and skills required to lead, coordinate, supervise and evaluate programs and staff and to plan, develop, and implement programs and services at the system, cluster and/or school level. Thorough knowledge of MCPS financial policies, procedures, and software systems. Ability to collect, monitor and analyze data to discern both system-wide and school trends and to use this analysis for planning, implementing, monitoring and evaluation purposes. Outstanding interpersonal skills appropriate for a diverse community and for working effectively with staff, parents, and community. Skilled in and knowledge of a broad repertoire of conflict resolution strategies. Ability to work in a collaborative environment in the fulfillment of duties and responsibilities. Outstanding facilitation, organizational and management skills. Excellent oral and written communication, human relations, and technology skills. Knowledge of the Professional Growth Systems (PGS) established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), Montgomery County Public Schools (MCPS) Teacher Professional Growth System (TPGS) and the Supporting Services (SEIU) Professional Growth System (SSPGS).
EDUCATION, TRAINING, AND EXPERIENCE: Doctorate degree from a state or regionally accredited school psychology program required; with a degree in psychology, education or human capital development preferred; 5 years experience as a school psychologist under COMAR 13A.12.03.07and in administration and supervision preferred. Other combinations of applicable education, training, and experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Knowledge and experience implementing OAT I and II required.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for school psychologist and meets state certification for administration/supervision or Administrator I. National Certification in School Psychology (NCSP) required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

In collaboration with school system leadership, designs and implements, a collaborative model of systemic school psychological programs and services which includes establishing a vision that focuses on identification, intervention and prevention, developing program goals, objectives and performance metrics, and defining roles and responsibilities for all staff.

Plans and implements monthly professional development activities for school psychologists.

Plans and conducts periodic meetings with the Bilingual Assessment Team.

Develops training materials and resources to enhance the functioning of the school psychologist services program.

Collaborates with the Office of Human Resources and Development (OHRD) to participate in recruiting, and hiring of school psychologists and scheduling of school psychologist interns.

Develops, approves, and monitors the assignments and schedules for school psychologists.

Co-chairs the Joint Collaboration Committee for Psychological Services.

Responds to principal and staff needs.

Collects, and analyzes performance data and unit performance measures to develop professional development activities and support for school psychologists that reflects the implementation and application of programs and services.

Maintains records and develops reports as needed to appraise MSDE, members of the Board of Education, MCPS staff, and the community of school psychological services programs, data, and outcomes.

Observes and evaluates MCPS psychologists.

Receives and responds to referrals for psychological evaluations from within MCPS as well as private/parochial schools.

Collects, monitors, and analyzes data that contribute to increasing the academic achievement of all students, particularly African American and Hispanic students.

Works closely and collaboratively with the Associate Superintendent of the OSFSE, the Associate Superintendent for Special Education and with the associate superintendents and directors in the Office of School Support and Improvement for the identification of students with disabilities and implementation of the school psychological services programs.

Collaborates with other MCPS offices to support the effective and consistent implementation of Collaborative Problem Solving (CPS), Educational Management Team (EMT), Positive Behavioral Interventions and Supports (PBIS), and Individualized Education Program (IEP) processes and procedures.

Works cooperatively with principals, the OSFSE, and central office departments to facilitate and coordinate the implementation of student services and to support school management plans and school performance outcomes.

Works with other department in the student services units to plan, develop and implement the vision, goals and strategies in the department¿s strategic plan.

Represents the department on school system and county committees and workgroups.

Serves as a resource to staff, parents, and the community.

Reviews and updates local student services policies, regulations, guidelines and procedures as needed.

Collaborates with principals and school personnel to promote the goals and outcomes of the school psychological services program.

Maintains collaborative liaison with state and local agencies and organizations, both public and private.

Plans for and allocates, resources needed to implement the school psychological services program.

Represents the OSFSE and the Office of Special Education and Student Services on committees and task forces.

Writes grant applications, and manages the monetary funds associated with each grant.

Plans and conducts periodic meetings with the Bilingual Assessment Team.

Works with schools and coordinator of School Health Care Services to provide crisis support to schools for student health issues.

Collaborates with county agencies (e.g., health and human services, department of social services, and juvenile services) to support student, staff, and parent needs.

Develops and implements outreach activities to enhance communication between the school system, schools and communities.

Performs related duties consistent with the scope and intent of the position.
