WORKING TITLE: Director, Division of School-Based Special Education Services GRADE: P MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of Special Education Services, plans, coordinates, and directs and administers the Division of School-Based Special Education Services. Responsible for managing the special education services for school-aged students with disabilities in Grades K-12 to ensure the provision of a Free and Appropriate Public Education.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of federal and state bylaws applying to students with disabilities and of general and special education instructional programs within and out of MCPS. Ability to lead and organize staff assigned to clusters to provide technical support and assistance. Ability to problem solve by addressing instructional and programmatic issues identified by administrators, parents, and community members at-large. Ability to work collaboratively with special education leadership staff, central office leadership, principals, and parents. Demonstrated ability to accomplish short and long range planning aimed at timely and effective delivery of services. Knowledge of budget development procedures. Excellent communication and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in special education and human development. Minimum of five years of experience providing technical assistance and support to schools to ensure the provision of a Free and Appropriate Public Education. Knowledgeable about the variety of instructional and programming needs for students with disabilities. Experience working with parents and community members at-large. Previous administrative experiences in special education desired.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland administrator and special education teacher certification requirements.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional evening and weekend work required

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Provides management and direction to the Division of School Based Special Education Services.

2. Provides oversight and supervision related to the implementation of effective instructional services for students with disabilities in Grades I to12.

3. Supervises special education cluster supervisors, the Emotional Disabilities Cluster Program and the Autism Program.

4. Provides technical support and assistance to administrators to ensure the provision of a Free and Appropriate Public Education.

5. Serves as the liaison between the director of the Department of Special Education Services and school-based administrators on issues related to special education staffing and programming.

6. Assists general and special education staff on implementing an effective instruction program to achieve the goals as outlined in the Montgomery County Public School's Call to Action Strategic Plan.

7. Performs related duties as required.
