SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Director of Performance Evaluation and Compliance and within the Office of Human Resources and Development (OHRD), this position will serve as the lead for employment compliance issues and overseeing and conducting investigations managing investigations and processes for communication of any disciplinary actions taken. Supervises, establishes and implements consistent investigation procedures to ensure effective and fair evaluation of employee compliance matters within MCPS. Advises, counsels, and provides solutions for key stakeholders on a broad range of employment needs including, but not limited to general human resources issues, policy interpretation, employee development and performance management. Prepares investigative reports and other written materials needed for grievance hearings and appeals, and represents OHRD at these events. Collaborates within OHRD and other offices to develop and implement mechanisms to assist MCPS in ensuring compliance with Equal Employment Opportunity (EEO) laws; facilitating the proper implementation of progressive discipline; and assisting with workplace problems. Confers with and/or advises stakeholders regarding interpretation of policies and/or processes; provides guidance to ensure compliance with state and federal laws. Maintains oversight and responsibility for related key work processes and key performance indicators to ensure effectiveness and improvement to investigations and management of processes.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of research and investigative methods and practices along with recordkeeping/file maintenance methods, practices and procedures; thorough knowledge of employee compliance, human capital practice, management, and organizational theory; thorough knowledge of current educational trends and research including human resource (HR) best practices and/or Knowledge and commitment to decentralized decision-making and accountability of results. Ability to read, and interpret State Board Rules, MCPS board policy, federal and state laws governing employee compliance. Ability to analyze and resolve complex interpersonal conflicts including identifying, diffusing and mediating differences, and developing consensus. Ability to use public speaking skills effectively and work and communicate effectively with people through written and oral communication towards the achievement of MCPS goals. Thorough knowledge of public education and recruitment practices. Working knowledge of a public school system organization, functions, and key personnel. Ability to analyze data and to use effective interviewing techniques, investigative techniques, coaching and evaluation procedures. Ability to participate and lead high-performing teams and group dynamics including the ability to influence, implement and manage change.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited institution in criminal justice, business, or human resources, with coursework in computer science, finance, accounting, and business or related fields required. Masters degree in related field preferred. Five (5) years of experience in employee investigations, human resources or school-based leadership. Experience in public education environment preferred. Experience with process improvement methodologies such as Six Sigma, Lean Process Improvement or Performance Excellence Initiatives. Demonstrated success working with and through people in establishing objectives and action plans to produce expected results. Minimum three (3) years of experience at a management or senior administrative level. Demonstrated knowledge of Human Resources, regulations and policies such as ADA, FMLA, Fair Labor Standards, EEO, Workers Compensation, and labor contracts.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Extended work day required according to need. Occasional attendance at evening Board of Education, PTA, and committee meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Initiates, advises, and leads investigations.

Supervises and oversees specialists assigned to conduct investigations on employee issues.

Monitors disciplinary actions to ensure consistency.

Assists OHRD in preparing material and conducting training of employees in matters pertaining to progressive discipline.

Functions in a wide variety of situations requiring application of skills in employee counseling, fact finding and facilitation between employee/manager relationships.

Works directly with MCPS workforce to ensure compliance with all laws, regulations, and policy.

Maintains effective working relationships with other departments, internal and external agencies.

Provides leadership to employees in order to develop skills enabling them to resolve differences and conflicts, and advise employees/administrators as necessary.

Provides information regarding employee issues to individual parents, teachers, and administrators, within the limits of confidentiality, including the dissemination of public records request.

Participates as the OHRD liaison on relevant committees.

Attends state and regional workshops/conferences dealing with legal issues and implementation of employee discipline strategies, conflict resolutions and investigation.

Performs related duties as required.
