SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, assists the director in the management of the department and provides direct management of the daily activities of department staff involved in the safety and security programs for schools and facilities throughout the school system. Supervises the field security coordinators and the electronic detection section supervisor. Manages staff activities that support safety, security, and related projects. Assists the director in the development of strategic plans and the implementation of strategic initiatives. Participates in development of annual operating budget. Responds to serious incidents with the Critical Incident and Emergency Response Teams. Prepares project status analysis as required. Serves as liaison to the Office of Human Resources and administrators in personnel matters involving security staff. Responds to after-hours incidents where senior security staff is needed. Represents the department at various government and community functions.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of safety and security activities relating to educational settings and supporting facilities. Thorough knowledge of local, state and federal laws as well as policies and requirements as they relate to students, staff, and the school system. Knowledge of Closed Circuit Television (CCTV) and electronic access systems desirable.Demonstrated leadership in strategic and contingency planning. Ability to work effectively with school based administrators and staff. Ability to interact effectively with executive staff, department staff, community groups, parents, and elected officials. Ability to supervise preparation of complex reports, work collegially with others, and effectively conduct large and small group meetings. Excellent written and oral communications and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university. Extensive educational based security experience including the planning and management of daily operations, maintenance of security programs, preparation and defense of budget requests, and effective interaction with school system administrators, school board members and the public. Progressive management experience dealing with large numbers of employees and multiple work locations. Other combinations of applicable education, training and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, will be considered. Considerable consideration given for prior public safety experience and training to include the supervision of staff.
CERTIFICATE AND LICENSE REQUIREMENTS: Driver's license required, current First Aid/CPR/ AED training, National Incident Management System (NIMS) compliance with IS700, IS800, ICS100, ICS200, ICS300, ICS400
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to attend evening meetings, visit off-site locations and work additional hours as needed. On call twenty-four (24) hours per day, seven (7) days per week, as needed to respond to critical incidents or emergency situations. Knowledge of MCPS Emergency Response Plan (ERP) and emergency communication procedures.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Manages departmental activities in absence of the director.

2. Assists the director in managing all functions of the department, including representing the department at community, Board of Education, County Council, and other meetings as required.

3. Assists in the preparation of detailed periodic project analysis, budget requests, and summaries for senior management.

4. Participates in the Emergency and Crisis Response Team.

5. Assist the director in designing, creating, and implementation of emergency/crisis plan exercises for ERP team and other stakeholders within designated time frames.

6. Manages the daily operation of the safety and security programs and office.

7. Assists the director with the supervision of the project/training coordinator with considerable input into the emergency/crisis preparedness training and procedures.

8. Assists the director as needed with the implementation of Maryland State required emergency/crisis plan review and approval.

9. Organizes and supervises the field security coordinators, the security monitors and patrollers.

10. Participates in development of responses to questions on operating budget and security-related policy issues from senior management, the Board of Education, other governmental agencies, and the public.

11. Serves as liaison to the Office of Human Resources and administrators in personnel matters involving security staff and sits on interview panel with OHR representatives for new security personnel.

12. Responds to emergency call-out situations.

13. Assists in the preparation of performance evaluations of department staff.

14. Performs related work as required.
