WORKING TITLE: Assistant Director, Department of Transportation GRADE: O MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Assists the Director of Transportation in providing leadership for designing and implementing a student transportation program to ensure the safe delivery of students to and from their assigned schools, instructional programs, extra-curricular in compliance with federal, state, and local regulations and consistent with Montgomery County Public School System's policies and procedures. Assist the Director in the managing, maintaining and sustaining a vehicular fleet that meets county, state, and national standards, including the replacement of diesel school buses with electric school buses and the proper maintenance of all school buses; creating a safe and welcoming environment for students; assists the director in training, onboarding and supervision all staff associated with the Department of Transportation. Represents department on a variety of issues including school site design, safe access to schools, and other pedestrian, bicycle and vehicle safety issues. Assists the director in the development and maintenance of strategic plans, initiatives and performance measures. Participates on the inclement weather team. Responds to serious vehicular crashes and other emergency situations requiring senior transportation staff.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of all aspects of student transportation and transportation needs of all student populations, including special populations. Comprehensive knowledge of local, state and federal laws, regulations and policies governing student transportation. Working knowledge of diesel and electric school bus mechanics, maintenance requirements. Demonstrated ability to supervise leaders, mid-level management and staff. Ability to successfully interact with executive staff, department staff, leaders of other departments, community groups, elected and non-elected government officials, school administrators and staff, parents and students. Ability to prepare and supervise the preparation of complex reports and analyses. Ability to effectively conduct large group meetings. Excellent written/oral communication and interpersonal skills. Knowledge of the Professional Growth Systems (PGS) established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), and the Supporting Services (SEIU) Professional Growth System (SSPGS)
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree from an accredited college or university in transportation, education, business, or related field; Master's degree preferred. Significant, progressively responsible experience in student transportation. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of or ability to obtain a valid Maryland Class B commercial driver's license (with air brake, passenger and school bus endorsements.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) Ability to handle stressful situations.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to urgent work requirements at any time. Must be willing to work irregular hours during inclement weather and other emergencies.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Manages departmental activities in the absence of the director.

Assists the director in managing all functions of the department, including representing the department at Board of Education, County Council, and other meetings as required.

Assists in the development and implementation of a robust transportation program to meet all the requirement of the daily instructional program, extracurricular activities, special populations, summer school, and field trips.

Assists in providing leadership and models a customer-focused operation that prioritizes the needs of students, families, and staff.

Assists in preparation of detailed reports and analyses for the Board of Education, Superintendent, Chief Operating Officer, and other system leaders.

Supervises and evaluates assigned set of managers in accordance with the Professional Growth System.

Responds to significant vehicle crashes and other significant emergencies.

Assists with leadership of the inclement weather and snow clearing teams.

Assists in the preparation, evaluation, and implementation of bus schedules for all of MCPS schools and program sites.

Assists the director in the development and implementation of safety improvement and programs.

Represents department at state and national student transportation functions as needed.

Assists with design of school sites during new construction, renovation, or safe access to school projects.

Assists the Director in the development of and implementation of a fleet maintenance plan for diesel and electric school buses.

Assists the director in maintaining all district-owned equipment and the development of plans for preventive maintenance.

Regularly interacts with department staff at all levels.

Performs related duties consistent with the scope and intent of the position.
