Director, Department of Facility Maintenance

SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Division of Facilities Management, organizes, staffs, and supervises the department in order to effectively and efficiently maintain all facilities owned by Montgomery County Public Schools (MCPS) and carries out the organizational mission and functions of the Department of Facility Maintenance. Evaluates working and facility conditions and schedules routine maintenance work with as little interference of the instructional program as possible. Responsible for overseeing sustainability and regulatory compliance teams. Responds to emergency maintenance as situations arise. Physical Demands: None Special Requirements: Ability to respond to emergencies and to work extended hours and weekends, as required.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the technical design, proper operations, and efficient maintenance of school plant equipment and facilities. Ability to manage a full-service facilities maintenance program for more than 200 building locations and provide effective leadership and management of a diverse work force of more than 360 maintenance trade and other professional employees, including more than 50 subordinate managers, supervisors, and key staff members. Knowledge of sustainability and regulatory compliance is required. Ability to collaborate and communicate effectively with senior leaders, other organizations, and members of the public.Excellent oral and written communication skills and interpersonal skills.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Bachelor’s degree from an accredited college or university in engineering, industrial or business management, or related field, with additional coursework, post-graduate degree, or strong experience in related areas of management, engineering, administration leadership, planning, or finance/budgeting. Minimum of five years of increasingly responsible leadership related to facilities management, operation, maintenance, sustainability, compliance and related business planning and operations. Other combinations of education, training, and experience that provide the required knowledge, skills, and abilities to effectively lead and manage the organization may be considered.Certificate License:Possession of a valid Maryland noncommercial class C driver's license, or equivalent.

DUTIES AND RESPONSIBILITIES:

Example Duties: Develops and implements the department’s strategic and operational business plans, aligned with the Division of Facilities Management’s strategic objectives. Oversees all department functions and staff to ensure efficient and effective service delivery. Prepares and manages the department’s operating budget in coordination with the Division of Facilities Management. Collaborates with the Department of Planning and Construction in the development of the Capital Improvements Program (CIP) for items that the Department of Facility Maintenance is unable to maintain. Monitors and analyzes performance metrics to identify trends, improve processes, and implement continuous improvement strategies. Provides training and professional development opportunities to ensure effective management of maintenance operations. Manages all personnel matters, including compliance with union contracts, performance evaluations, professional development plans, reclassifications, status changes, grievances, and safety protocols. Collaborates with the Division of Facilities Management to integrate maintenance issues into departmental standards, plans, and processes. Ensures timely completion of routine maintenance work orders and coordinates emergency facility responses with other departments. Stays current on laws, policies, regulations, and codes to maintain compliance and ensure the safety and security of all MCPS facilities. Represents the department in meetings with state and county agencies, the Board of Education, PTA organizations, school administrators, and the public as needed. Manages MCPS sustainability and compliance efforts to meet current regulations, as well as future sustainability goals, and objectives Collaborates with Department of Facility Operations on preventative maintenance efforts Responsible for annual updates to the Comprehensive Maintenance Plan (CMP) Demonstrates professionalism, responsibility, and sound judgment in representing the department and MCPS. Performs other related duties consistent with the scope and intent of the position.
