SUMMARY DESCRIPTION OF CLASSIFICATION: In the Office of Special Education and Student Services (OSESS) under direction of the associate superintendent, plans, coordinates, and maintains fiscal operations, staffing, technology services, grants, Extended School Year, Medical Assistance project, the Autism Waiver Project, and Oasis/Special Services for the Office of Special Education and Student Services, as well as other technology-based supports. The director oversees the management and use of federal, state, and local funds provided for special education and student services, the development of the annual operating budget, grant activities, and the special education staffing plan. The director represents the office at various government and community functions. The director also will work in collaboration with the Department of Facilities Management.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of the Code of Maryland Regulations (COMAR) (13A.05.05); the Individuals with Disabilities Education Act (IDEA), (P.L. 101-476), formerly the Education of the Handicapped Act (P.L. 94-142); the Americans with Disabilities Act; Elementary Secondary Education Act; other legislation that impacts students with disabilities; Board Policy IOB - Education of Students with Disabilities; and policies related to student services. Demonstrated leadership ability to manage the workflow of the office, to develop and maintain a variety of in-depth financial and fiscal records, to prepare budgets and reports in a clear and concise manner, and to work effectively with school administrators, executive staff, community groups, and parents. Must be able to make decisions in accordance with established procedures and practices, and exercise judgment. Considerable knowledge of continuous improvement principles and practices. Excellent oral and written communication and interpersonal skills. This position requires the knowledge and application of the six leadership standards established for the Montgomery County Association of Administrators and Principals (MCAAP) Administrative and Supervisory Professional Growth System (MCAAP PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university. Additional graduate coursework in special education and administration/supervision preferred. Administrative experience strongly preferred (three years). Completion of Observing and Analyzing Teaching (OAT) I required, OAT II preferred. Demonstrated successful experience with budget and staffing procedures, process management, including planning for extended year (or extended day) programs. Other combinations of applicable education, training, and technological experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for Administrator I certification. Certification in special education or related services desirable.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening Board of Education and other school system meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Manage office activities, including representing the office at community, Board of Education, County Council, and other meetings, as required. 2
. Prepare the annual OSESS operating budget and the Special Education Staffing Plan with supporting data as are necessary for the superintendent of schools and the Board of Education.
3. Develop, organize, and monitor office processes as they relate to fiscal operations, staffing, data, and grants; implement effective and efficient processes.
4. Manage and coordinate Medical Assistance and the Oasis/Special Services online Individualized Education Program.
5. Oversee the Autism Waiver Project.
6. Assist in the allocation of resources, including staffing and funds for contracting, materials, staff development, and furniture/equipment to schools and units.
7. Oversee the preparation of budget requests and summaries.
8. Compile data for reports and responses to questions on the operating budget for the Board of Education, the Montgomery County Council, the Maryland State Department of Education, other government agencies, and the public.
9. Manage daily office functions and supervision/evaluation of unit and office staff.
10. Respond to state and federal fiscal audits.
11. Coordinate Extended School Year program in collaboration with the Department of Special Education Services.
12. Perform related work as required.
