SUMMARY DESCRIPTION OF CLASSIFICATION: Under general direction from the associate superintendent for the Office of Human Resources and Development (OHRD), plans, coordinates, and directs the unit in building the capacity of Montgomery County Public Schools (MCPS) instructional leaders to eliminate the disparities in student achievement by race and ethnicity; provides leadership and articulates a systemwide vision of equity and excellence; leading development of products, resources, and tools to support school and central services staff efforts to eliminate racial disparities; and directing training, consulting, and other services to promote study and dialogue about the impact of race and ethnicity on teaching and learning. Work with executive staff and leadership in other offices and departments and ensures that central services staff and program clients have well-balanced professional development programs that support equity at all levels of the organization and the MCPS strategic plan; manages and is accountable for human, physical, and financial resources with the goal of maximizing the efficiency and effectiveness of the unit; directs the completion of program statistics and ensures development of appropriate reports, regulations, and related directives assists with planning short- and long-term objectives for OHRD, central services, and schools. Oversees the recruitment, screening, selection, assignment, supervision, and evaluation of personnel assigned to the unit. Provides guidance and assistance to full-, part-time, and/or hourly employees, as assigned. May serve as point of contact for Board of Education, public entities, and the business community.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Ability to provide leadership for school and central services staff. Possesses excellent skills in program and personnel evaluation, oral and written communications, and human relations. This position requires the knowledge and application of the six leadership standards established for the Montgomery County Association of Administrators and Principals' Administrative and Supervisory Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in education with courses in special education, administration and supervision, school law, multicultural education, and English for Speakers of Other Languages (ESOL). Doctorate preferred. Training, coursework, and/or experience with multicultural populations, perspectives, and issues. Experience in data analysis. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for Administrator I certification. Certification in special education, school psychology, pupil services, or other related services is desired.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Consults with central services leadership to design, plan, and provide resources and professional development for building capacity to lead for equity; collaborates with other offices; develops, implements, and evaluates professional development to promote capacity to lead for equity; conducts and facilitates courageous conversations on race and equity at leadership meetings.
Serves on systemwide work groups and project teams as an advocate for the explicit inclusion of equitable educational practices; serves as the MCPS representative to local, state, and national organizations and advocacy groups that promote equitable education.

Leads research to develop effective products and resources to support and enhance staff efforts to eliminate racial and cultural disparities in student achievement.

Oversees the ongoing development and posting to the unit's Web page to ensure its utility for school and central services staff in their efforts to eliminate racial and cultural disparities in student achievement.

Leads the development, implementation, and evaluation of plans and supporting materials for training modules on cultural competence offered to school and central services staff through Professional Development Online.
Leads the development of continuing professional development in-service courses related to multicultural education and cultural competence; coordinates instructor assignments and implements training of trainers to build a cadre of qualified instructors; and monitors and evaluates course and instructor effectiveness.
Supervises unit staff in the preparation and delivering of school-based professional development to ensure the delivery of high-quality professional development that promotes excellence and equity in student achievement.
Facilitates and/or provides training at the Superintendent's Administrative and Supervisory meetings.

Attends regularly scheduled office meetings.

Assists in preparation of annual operating budget requests and special reports.

Performs related work as required.
