SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the associate superintendent and the director, Department of Professional Growth Systems, Office of Human Resources and Development, designs, develops, and implements a comprehensive professional development program with special emphasis on increasing teacher, support staff, and administrator knowledge, skills and attitudes building a common perspective to continuously improve teacher and student performance. Works with principals, other administrators, individual schools, employee associations, and consultants to implement the MCPS Workforce Excellence Initiative; and identifies priorities and oversees the development and delivery of its programs to include Observing and Analyzing Teaching 1 and 2, Studying Skillful Teaching 1 and 2, Studying Skillful Teaching for Paraeducators, Supervising and Evaluation Performance, and other courses. Teaches courses based on the text, The Skillful Teacher. Collaborates with the Department of Professional Growth Systems in reference to all Professional Growth Systems.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: This position requires the knowledge and application of the Administrative and Supervisory Professional Growth System (A&S PGS); the standards that have been established for the Teacher-level PGS; and the competencies that have been established for the Supporting Services PGS. Ability to designs, implements, and evaluates programs including PGS professional development. Knowledge of current research-based practices in areas including clinical supervision and other relevant components of effective teacher performance. Knowledge of system and school operations. Demonstrated conceptual, analytical, organizational, and management skills. Excellent communication and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in educational administration, staff development, supervision, or curriculum development. Research for Better Teaching training certification highly preferred. Experience as local school administrator desirable. Experience in designing and delivering professional development. Understanding of the principles of effective professional development. Commitment to continuous improvement through the professional development of staff to supervise and evaluate employees using the PGS. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for principal and supervisor or administrator I. Completion of Observing and Analyzing Teaching I and II.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Availability to frequently work weekends and evenings to teach or supervise courses.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Manages training facility for usage by MCPS schools, offices, teams, programs, organizations and community groups.

Plans and schedules graduate-level and undergraduate-level courses.

Creates professional development and school supports to meet MCPS and individual school needs.

Teaches, presents, and supervises courses and professional development sessions.

Collaborates with Research for Better Teaching for maintaining and supporting certified instructors and courses.

Prepares and presents data on program effectiveness.

Manages federal grant funds and MCPS funds.

Determines priority for budgeting.

Represents the associate superintendent of the Office of Human Resources and Development and the director of the Department of Professional Growth Systems at meetings and on committees and work groups as needed.
Supervises In-district trainers who lead initiatives such as Facilitative Leadership and Traditions courses.

Provides training and resource support for observations and evaluations to administrators, support professionals, and teachers.

Collaborates with the Teacher Peer Assistance and Review (PAR) Panel, consulting teachers, consulting principals, and professional growth consultants.

Performs other duties as assigned.
