SUMMARY DESCRIPTION OF CLASSIFICATION: Within the Office of Student and Family Support and Engagement (OSFSE) and under the direction of the Associate Superintendent of OSFSE, plans, develops and coordinates the equitable engagement of the families of MCPS students and other community stakeholders who support their teaching and learning. Assesses family and community needs and coordinates the planning and implementation of a variety of programs to build the capacity of schools and families to engage one another to enhance student achievement and well-being Oversees the support of local schools in their engagement of families and communities. Develops and coordinates programs, professional development opportunities, facilitation of adult learning and leadership development in schools and communities. Coordinates collaborative engagement support of schools and families across departments within MCPS.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of techniques of staff development, adult learning and family systems. Thorough knowledge of family and community engagement frameworks. Ability to develop and implement new programs and community-specific engagement methodology. Understanding of the techniques of parent engagement of diverse communities, community organizing, network development and community leadership development. Ability to interact effectively with principals, administrators and community leaders in support of family and community engagement at local schools. High level of experience working with diverse groups in a wide variety of projects and community settings to support MCPS educational goals. Ability to engage in various communities with the goal of co-constructing community and family engagement with the local communities that surround schools. Ability to lead effectively across racial, cultural and economic barriers. Understands and applies the standards and competencies that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA), Montgomery County Education Association (MCEA), and Service Employees International Union (SEIU) Professional Growth Systems (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in education, administration or a related field. Experience in developing and implementing programs to meet student and community needs. Demonstrated excellence in supervision and administration of personnel and programs in a school setting, particularly in communities challenged by high levels of poverty and cultural diversity. Demonstrated ability to lead in the collaboration of schools, families, nonprofits and other community organizations to enhance the academic achievement of students. Excellent management, planning, organization, written communications, and human relation skills required. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.

Leads, manages and supervises staff within Student, Family & School Services and sets metrics of accountability for the division.

Plans, coordinates and develops programs and practices that facilitate school-based family and community engagement in service of increasing academic achievement.

Supports the development of cluster teams focused on coordinated services to students and families.

Oversees the development of curriculum and resources for use by teachers and families to increase parental engagement in the education of their students, and which increase the capacity of school staff to engage parents and community stakeholders as partners in education.

Recommends new approaches, programs and techniques that facilitate family and community engagement.

Oversees professional development of central office and school staff in the techniques of community engagement and leadership development.

Leads in the coordination of engagement resources at local schools across central office departments.

Develops and implements strategy for increasing and evaluating partnerships focused on supporting the division¿s metrics for success.

Monitors the effective implementation of Board policies regarding family and community involvement and recommends goals, policies, and programmatic changes.

Coordinates the development and dissemination of reports and information relative to the program for staff, Board of Education, parents, community members, business leaders and schools.

Oversees management of financial accounts and expenditures and prepares reports and annual budget recommendations.

Recommends Student, Family, and School Services staff allocations.

Maintains contacts as appropriate with college faculties, professional organizations, and other groups or individuals who influence direction of family and community involvement.

Collects data and prepares responses to requests for information.

Represents the Office of Student and Family Services and Engagement and/or the Division of Student, Family, and School Services of Family and Community Engagement on task forces and committees.

Understands and applies principles of performance evaluation and professional growth standards for employees.

Performs related duties consistent with the scope and intent of the position.
