SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the associate superintendent of the Office of Shared Accountability, lead and manage the Policy Unit, Central Records, and the Reporting Unit. In close collaboration with the Superintendent¿s cabinet members and Board of Education Members, manage the development and/or revision of all board policies and administrative regulations. Manage and oversee the production of school and system wide statistics publications and reports to the Maryland State Department of Education (MSDE) that are the basis of State Aid; as well as, State accountability measures. Serve as the system¿s Charter School Liaison to the MSDE.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Extensive knowledge of and ability to analyze and interpret state and federal laws and regulations related to education. Seven or more years of increasing responsibility with policy development and state regulatory compliance. Demonstrated organizational skills and experience in assessing, interpreting, and resolving complex problems/situations. Ability to exercise judgment and respond to confidential and time-sensitive matters. Excellent interpersonal, oral, and written communication skills. Knowledge and application of the professional growth systems for MCPS.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree or higher from an accredited college or university in education, public administration, law or other related field is required. A Juris Doctorate is preferred. Extensive experience in managing large-scale projects that require substantial interaction within all levels of an organization and community stakeholders. Successful experience with administrative and supervisory responsibilities. Other combinations of applicable education, training, and technological experience that provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Serve as the administration's liaison to the board policy management committee which includes close coordination with members of the Executive Leadership Team and Board of Education staff to establish agendas and facilitate regular meetings of the board policy management committee.

2. Facilitate MCPS¿ processes with the Board of Education and the superintendent for the development and revision of Board policies and MCPS regulations that comply with state and federal laws, effectively communicate system practices, align with the MCPS strategic plan and support student achievement.

3. Regularly present policies to the Board of Education for Tentative and Final action.

4. Collaborate with school, central office, and community based stakeholders and employee association representatives regarding the development and revision of policies and regulations to ensure that all interests are considered and reflected as appropriate.

5. Lead and/or participate in numerous system-wide cross-functional teams to implement policy and regulatory requirements as well as state and federal requirements.

6. Train administrators, principals, office and school based staff on the implementation MCPS policies and regulations as well as state and federal regulations.

7. Provide direct support to school based staff on regulatory matters such as, custody, subpoenas and student records; as well as, administrative and policy matters such as, student rights and responsibilities, advertising in schools, and conflict of interest.

8. As Charter School Liaison, serve a primary point of contact for MSDE reporting requirements; respond to questions from members of the public or potential Charter School Applicants; provide technical assistance to potential Charter School applicants; and, attend regular MSDE meetings of Charter School Liaisons.

9. Oversee the MCPS charter school application process which includes conducting technical training sessions with potential applicants; convening a panel of content experts to review the applications and general oversight of the application review process.

10. Supervise the production of numerous state and federal mandated reports as well as the production of system wide reports on student data and diplomas for all MCPS graduates.

11. Oversee the maintenance of student and system records in compliance with federal and state laws regarding confidentiality and privacy.
