SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of an area associate superintendent in the Office of the Chief of Teaching, Learning and Schools, facilitates, supports and monitors the implementation of all student leadership and extracurricular activities including the oversight of MCPS afterschool programs to ensure the care and well-being of students; collaborates with MCPS leaders to establish procedures to guide the effective supervision of students during such activities; demonstrates an deep understanding of school system policies and regulations, and local, state and national laws protecting students from child abuse and other harmful behaviors; creates professional development and training for staff who supervise students; monitor databases that track the completion of compliance training for sponsors of extracurricular activities; create and monitor student participation in extracurricular activities; monitor the academic engagement and progress of student to determine and increase academic eligibility and assist students with reaching or exceeding the accountability measures; supervises the Montgomery County Public Schools (MCPS) Student Leadership, Student Service Learning (SSL), and Volunteers programs to identify, and develop student leadership, student service learning, and volunteer programs and resources at the local school, system, and community levels. Coordinates and provides training to student service learning coordinators and non-profit agencies, students, parents, and community representatives as they relate to the MCPS student service learning program. Supports the trainings for student government association advisors and volunteer liaisons; and promotes the MCPS strategic plan. Serves as a liaison to community organizations and other MCPS offices, departments and units.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS policies and regulations, strategic priorities and components of the Equity Accountability Framework to academic success of students; skills in designing and implementing professional learning plans to build the capacity of sponsors and other staff to support student learning; experience building monitoring systems for adult completion of required trainings; strong interpersonal relationship skills to effectively interact with and communicate expectations to school-based and central services leaders; experience designing, implementing, monitoring and assessing program goals and the impact of on student and adult learning; knowledge of MSDE requirements related to student service learning, school leadership programs, and volunteer services. Outstanding facilitation, organizational technological and management skills. Ability to exercise independent initiative to complete assignments. Excellent oral and written communication skills; positive human relations skills; strong problem-solving skills. Ability to articulate the office and department goals and objectives of the student and volunteer programs and the alignment with MCPS strategic priorities. Thorough knowledge of Montgomery County agencies and community organizations and their partnership with MCPS. Ability to plan, lead and support student facilitated activities. Ability to plan and implement workshops and adult learning and professional development opportunities for small and large groups. Ability to initiate and support service learning projects at the school and district level. Demonstrated skill as an effective mentor to student leaders and student service learning coordinators.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university with emphasis in student support and assistance, human growth and development, or educational program and policy development. Three years or more experience as a school administrator or teacher preferred. Demonstrated leadership experience developing, implementing and evaluating student and volunteer programs, and planning and conducting training and/or professional development. Demonstrated experience leading, mentoring, coaching and nurturing student leaders. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Administrator I certification.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening and weekend meetings may be required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Design, implement and monitor extracurricular activities to support student engagement, academic progress, and overall well-being of students.

Design, implement and/or monitor professional learning and compliance training for staff hired to sponsor student leadership and extracurricular activities.

Monitor and analyze student participation data and academic eligibility to support student engagement in school activities.
Analyze impact of program goals on student and adult learning based on successful implementation of activities.

Conduct focus group sessions to gather input from diverse stakeholders group to determine needs and interests of students to provide a variety of activities for students to participate.

Provide updates and presentations on extracurricular and student leadership activities to MCPS, Board of Education, local and state government officials, and community/business partners.

Assesses needs for student leadership, student service learning and volunteer programming, in collaboration with the coordinator or liaison, community partners and other offices, to assure availability of diverse opportunities for all students.

Collects, monitors, and analyzes data in an effort to increase volunteerism and fulfillment of SSL graduation requirements of all students.

Promotes student leadership and student service learning opportunities for a diverse student population with a focus on under-represented students.

Leads and maintains liaison with all school based student service learning coordinators and volunteer liaisons, through meetings and providing information, feedback and support.

Assists in the designs and development of student service learning, leadership and volunteer programs and provides feedback to assure high quality student leadership and volunteering options at all school levels.

Plans for and coordinates the student service learning program, with other MCPS programs and services, and community organizations.

Supports planning and coordination of the student leadership program, in collaboration with the coordinator, Student Leadership, Student Service Learning, and Volunteers.

Collaborates with community based organizations, agencies of county government and other partners in implementation of the student service learning program.

Reviews the student service learning program regularly, and plans for and carries out improvements.

Conducts school site visits, and shares information with SSL coordinators, and other school-based staff as appropriate.

Disseminates information and provides training for students, parents, SSL coordinators and others related to student service learning and volunteers.

Develops reports and other communications to provide information, data, and data analysis related to both the effectiveness of the SSL and volunteer programs, and its impact on student outcomes.

Maintains an electronic database of SSL forms and opportunities for non-profit agencies.

Assists and supports the continued implementation of partnerships to promote student volunteerism and service learning, ensuring participation and representation of a focus on a culturally diverse students.

Initiates and supports service learning projects at the school and district level.

Serves on MCPS, county, and state committees and workgroups, as assigned.

Coordinates conferences, meetings and other professional development opportunities for SGA advisors, SSL coordinators, volunteers and other audiences.

Serves as an informational liaison relative to student service learning and related student issues (e.g. student leadership opportunities and activities).

Assists in updating and reviewing the MCPS Student Leadership, Student Service Learning, and Volunteer websites.

Understands and applies principles of performance evaluation and professional growth for employees.

Performs related duties consistent with the scope and intent of the position.
