SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Department of Facilities Management, the Director of Maintenance and Operations is responsible for the leadership, development, and execution of a variety of programs, projects, and activities related to maintenance, custodial, grounds keeping, and building system functions for all Montgomery County Public Schools (MCPS) facilities. Develops and executes continuous improvement of processes to optimize operational effectiveness. Develops and sustains a system of delivering high quality, high performance products and services. Develops and manages annual budgets. Effectively leads the division in supporting the MCPS commitment to equity and excellence for all staff and students. Oversees the implementation of the Professional Growth Systems through the training, supervision, and evaluation of staff.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of effective facilities maintenance and operations management methodologies, business practices, design, improvement, and installation of integrated systems of people, materials, information, and equipment. Extensive knowledge and experience in organizational development specifically in educational systems facilities. Ability to perform assignments requiring the organization of materials and preparation of reports. Ability to implement division-wide common systems and designing work processes and measurements to align with the Department of Facilities Management initiatives. Possess visionary leadership skills with the ability to empower others. Thorough knowledge of Montgomery County Public Schools (MCPS) policies, regulations, and practices. Excellent technical, oral/written communications, organizational, and human relations skills. Considerable knowledge in capital and operational budget development analysis and techniques for managing resources. Ability to communicate effectively to other directors, principals, and appropriate MCPS staff.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university in engineering, business administration, or related field. Master¿s preferred. Five or more years experience in systems integration, facilitation of lean principals in a facility setting, and continuous process improvement. Extensive experience in data analysis, capital and operational budget development and analysis, management of financial resources, and effective interaction with school system administrators, school board members, and the public. Progressive management experience dealing with multiple projects and diverse teams.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Provide leadership, support, and coordination of all activities of the Maintenance and Operations division including; cleaning, maintenance, grounds, and equipment.

2. Develop and implement a strategic plan that is aligned with the Department of Facilities Management strategic plan.

3. Oversee all processes related to the mission and vision of the division to ensure efficient and effective delivery of service to customers.

4. Supervise and evaluate the performance of assigned personnel.

5. Develop and manage annual budgets and performance measures.

6. Develop detailed work breakdown structure of complex activities and form them into an integrated plan.

7. Establish and maintain division schedules and priorities to include preventative maintenance and emergency response plans.

8. Communicate with other administrators, personnel, and external organizations to coordinate activities and programs.

9. Facilitate and lead process improvement teams.

10. Develops and implements tools and technologies to improve division wide performance.

11. Trains staff in effective use of data and technology tools, and process improvement
methodologies.

12. Prepares reports, drafts responses to customer complaints and requests.

13. Analyzes data and makes recommendations to improve services.

14. Perform risk analysis and outcomes of projects of variable sizes.

15. Develop and audit processes and procedures.

16. Communicate effectively both orally and in writing.

17. Represents the division at various departmental and cross-functional meetings as required.

18. Understands and applies the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).

19. Ability to champion the (SEIU) Supporting Services Professional Growth System to ensure opportunities are provided for workforce excellence, professional development of employees, and high levels of performance through continuous improvement.
