SUMMARY DESCRIPTION OF CLASSIFICATION: The Director of Early Childhood and Title I Programs, and Recovery Funds collaborates fiscal implementation and monitoring of recovery fund grants in collaboration with the budget unit and under the supervision of the Chief of Teaching Learning and Schools, and performs all early childhood and Title I duties under the direction of an area associate superintendent; coordinates, manages, and monitors local, state, and federal funding sources to support the equitable access to and allocation of resources to increase the likelihood that student outcomes are not predictable by race, income, acquisition of language, or learning abilities or impacted by national health emergencies; coordinates resources provided by state and federal recovery funds of the Elementary and Secondary Schools Education Relief (ESSER) in response to the COVID-19 pandemic;; collaborates with school-based and central services leaders to recommend innovative programs and services to meet the diverse academic, physical, social and psychological needs of students; coordinates the budgets, staffing and professional learning opportunities; monitors program goals and student progress using local, state and accountability measures; extensive knowledge and experience managing and monitoring grant requirements; supports the school improvement planning process; coordinates, manages, and monitors the implementation Title I of the Elementary and Secondary Education Act (ESEA), and state funded initiatives for Title I schools; coordinates, manages, and monitors the implementation of the Head Start Act, the early childhood pillar of the Blueprint for Maryland¿s Future, Judy Center Early Learning Hubs, and local early care initiatives; plans immediate and long range initiatives for Title I and Early Childhood programs in collaboration with stakeholders, including innovative programming models, budgeting, funding, staffing, accountability, and comprehensive school improvement training. Collaborates with MCPS divisions and departments to ensure that ESEA and Head Start Performance Standard requirements are met. Consults with individual administrators and leadership teams regarding school improvement and school wide programming. Serves on various task forces or committees at the district and state level. Interprets related programs and policies for the Board of Education and County Council. Makes recommendations to staff, administrators, and central office staff regarding the implementation and monitoring of recovery funds, Title I, Head Start, and Judy Center requirements along with early childhood initiatives; and assists with the development of policies, procedures, and processes to facilitate implementation of mandates in compliance with federal legislation. Develops, writes, edits and monitors grant proposals and required progress reports. Oversees local and federal audits and other evaluative processes.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS organization and administration, policies and procedures, goals and priorities, assessment programs, and state and federal regulations, particularly Elementary and Secondary School Emergency Relief (ESSER), Title I Part A of ESEA, Head Start Performance Standards, the Blueprint for Maryland¿s Future, Judy Center Early Learning Hubs, School Improvement grants, and early childhood programs and services. Knowledge of evidence-based, research-based, and scientifically based instructional methods as required by ESEA. Ability to assess program needs, develop short and long range plans, coordinate program implementation through various school system departments and with county, public, and private agencies; develop communication networks with school personnel, parents, and community leaders; plan and lead staff training workshops and school leadership training efforts. Extensive knowledge of the MCPS budget process in relation to grant programs. Ability to work effectively with executive staff, central office supervisors, school-based administrators, teachers, supporting service staff, and external partners. Ability to prepare grant reports which include effective data displays and an analysis of progress, and presentations for the superintendent, Board of Education, County Council, and other groups as needed. Excellent planning, organizational, management, human relations, and oral and written communication skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree; certification in administration and supervision. Doctoral degree preferred. Five years outstanding teaching experience and/or administrative experience in elementary schools, particularly those with highly diverse populations. Three years administrative experience, principal preferred. Demonstrated leadership and broad experience working with diverse staff. Successful experience working with Title I programs, early childhood programming, and implementing regulations and completing program evaluations. Experience with using technology to prepare reports and presentation to a broad range of audiences. Other combinations of applicable skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for Administrator I.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Attendance at evening Board of Education and County Council meetings and meetings with community groups and school PTSA groups.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Manages the proper implementation of federal and state laws. Interprets the programs to Board of Education, County Council, staff, and community. Serves as a liaison to appropriate state and local agencies.

Works in collaboration with various school system departments to implement and monitor requirements of ESSER, Title I Part A, the early childhood pillar of the Blueprint for Maryland¿s Future, Judy Center Early Learning Hubs, early childhood programming, and the Head Start Performance Standards to ensure coordinated efforts in supporting schools and providing an effective instructional program for all students.

Collaborates with internal and external stakeholders to identify recommendations for new programs and assists with development of related projects designed to meet the diverse academic, physical, social and psychological needs of students.

Collaborates with various departments to coordinate the implementation of recovery grants and ensure alignment with fiscal requirements to support mental health programs, technology infrastructure to support online learning, professional development for programs and services for recovery learning and re-entry to school, and the expansion of extended year and extended day programs to support all students.

Monitors program goals and student progress using local, state and accountability measures.

Prepares special reports and annual budget recommendations for ESSER, Title I Part A, the Head Start Act, Judy Center Early Learning Hubs, the early childhood pillar of the Blueprint for Maryland¿s Future, and early childhood programming.

Develops strategies to improve student achievement. Plans and provides leadership for targeted programs, including funding, training, monitoring, and evaluation.

Plans and manages pilot programs.

Develops communication networks that enable school personnel, parents, and community leaders to be knowledgeable and provide input on Title I and Early Childhood Programs and Services

Works with the Office of Shared Accountability, administrators and school staff in monitoring and evaluating implementation of federally funded Title I and Head Start programs.

Provides leadership for comprehensive school reform training; and professional learning on the Head Start performance standards, along with current research and trends in early childhood education.

Represents Title I and Early Childhood Programs and Services on various committees and/or task force groups.

Develops budgets and manages accounts.

Maintains current knowledge regarding ongoing requirements of related federal and state legislation. Reviews research, studies, and reports as a basis for program planning.

Evaluates findings and suggests changes/modifications to improve existing programs.

Writes proposals for state and federal grants. Collects data and prepares responses for requests for information.

Coordinates, monitors, and evaluates work of staff within the division to maximize services to schools.

Performs other duties as assigned.
