SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the MVA Director and the associate superintendent of school support and well-being, and in collaboration with other Montgomery County Public Schools (MCPS) staff, the Dean is responsible for administering and supervising the total virtual program for grade levels K-5, which operates during the regular school day. The dean provides educational leadership for the students and staff members consistent with the educational goals of the community. This position assigns, supervises, and deploys staff as necessary to meet the academic, support, and social-emotional needs of staff and students in the virtual academy. The primary function of this position is to lead the ongoing work to design, develop, implement, and monitor the K-5 virtual academy, including defining roles, planning and coordinating programs, effecting change, and decision-making. The dean will work closely with all offices and all elementary and middle school principals to ensure all programs and supports are in alignment with MCPS policies, practices, and processes; and meet the needs of students participating in the program.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Montgomery County Public Schools (MCPS) policies and procedures, districtwide priorities and initiatives, the Program of Studies, and state and federal regulations and laws. Thorough knowledge of organizational patterns, school operations, pupil services, curriculum and instruction, including digital learning and instructional technology. Ability to develop a shared vision for innovative approaches to providing instructional services and virtual learning opportunities and implement a strategic plan. Thorough understanding of highly effective instruction in a virtual space; interactive, inquiry-based instruction; student-centered learning; and assessment. Ability to utilize a variety of technological applications, learning systems, and databases. Knowledge of accountability measures and achievement data analysis. Knowledge of technology to support learning, data analysis, and communication. Demonstrated competence in staff selection, training, supervision and evaluation. Knowledge of effective practices for virtual and personalized instruction to meet the needs of a diverse student population. Ability to design and deliver professional development. Ability to work effectively with central office staff, principals, staff, parents, and community to implement and monitor the instructional program in diverse settings. Excellent planning, organization, management, communication (oral and written), and human relations skills. Ability to prepare documents and presentations for the superintendent and Board of Education. Knowledge of the professional growth systems is essential.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with an emphasis in supervision, educational administration and elementary or secondary school curriculum. Minimum of 5 years in teaching, administration or supervision of which at least 3 years must have been teaching in an elementary or middle school classroom. Completion of administrative internship program and/or experience as an assistant principal desirable. Other combinations of applicable education, training, and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisor and principal or administrator I.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Work beyond a 40-hour week and attendance at evening and weekend meetings, as required. Ability to respond to school requirements at any time.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Analyzes, shares, and uses school and student achievement data to develop and implement the school improvement management plan.
2. Collaborates with central office staff to design processes for K-5 student needs, including curriculum, instruction, staffing, special education, ESOL, and scheduling.
3. Implements systematic procedures to assess program effectiveness.
4. Monitors curriculum implementation to ensure that the appropriate content and sequence are followed.
5. Supervises and leads all staff in building a repertoire of strategies that send messages of high expectations for all students through the use of innovative technologies.
6. Ensures that MCPS policies and procedures, as well as state and federal laws are followed.
7. Directs, motivates, and develops staff and teams.
8. Talks with media about the virtual academy program.
9. Actively promotes research and development work to identify new and innovative programs and practices.
10. Uses creative and critical thinking in curriculum work, staff management, and problem solving.
11. Prepares memos and materials for the Board of Education on different aspects of the program.
12. Demonstrates strong communication and leadership skills in a continuous improvement environment.
13. Collaborates and coordinates with all elementary and middle school principals to ensure alignment of individual student program and transition to/from the virtual academy.
14. Collaborates with other district virtual academy leaders in Maryland and across the country to share and learn best practices .
15. Guides staff in developing Develops a master schedule and related duty assignments.
16. Coordinates the development and implementation of a school discipline policy that is consistent with the MCPS policy on Student Rights and Responsibilities and state law.
17. Works with teachers, parents, the Educational Management Team and the School Admission, Review and Dismissal Team to ensure appropriate programming for all elementary and middle school students.
18. Identifies staff training needs; develops and implements school improvement training plan to meet those needs.
19. Supervises and evaluates staff.
20. Develops requests for staffing and resources.
21. Prepares a variety of written reports and correspondence.
22. Establishes and maintains relationships with the PTA and other community organizations to ensure ongoing, two-way communication and initiate activities which foster productive parent and community involvement.
23. Serves on MCPS task forces and committees.
24. Performs related work as required.
