SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the chief safety officer, supports school safety and security operations within the department, including coordinating the development, planning, implementation, and maintenance of a comprehensive school safety and security program for MCPS to ensure a safe and secure educational environment for students, staff, parents, and visitors. Supervises and evaluates department staff, provides leadership for department responses to security and school safety initiatives and improvements. Designs and implements comprehensive training programs for staff. Works collaboratively with external agencies, law enforcement partners, and MCPS leadership to train staff, as well as develop programs that ensure safe and secure schools.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of MCPS organization, policies, regulations, operating and capital improvements program budgets. Thorough knowledge of current safety and security methods and communications technology. Knowledge of local, state, and federal laws and ordinances related to school safety and security. Ability to plan, organize, monitor, and evaluate a comprehensive MCPS safety and security program. Excellent oral and written communication and human relations skills. Excellent organizational and project management skills. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP) Administrative and Supervisory Professional Growth System (MCAAP PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree in criminal justice, public safety, emergency management, or related field from an accredited college or university. Considerable experience in emergency management and managing safety and security of an organization of comparable size in education, law enforcement, security, or related field. Experience in supervision, and training. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possess of a valid Maryland Class C license or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.)
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to emergencies and work extended hours as necessary.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supports the planning, development, and implementation of MCPS school safety and security operations to ensure a safe environment for students, staff, and community members using MCPS facilities.

Supervises and evaluates security supervisors and cluster security coordinators using the standards of the MCAAP and SEIU Professional Growth Systems (PGS).

Leads and deploys the Districtwide Incident Command Team in response to school and community incidents and emergencies.

Coordinates the safety and security management at schools, central locations, and depots.

Provides guidance and support to security staff in maintaining a safe and secure environment.

Supports the chief safety officer with conducting regular staff meetings with school and office-based security staff to communicate important updates, policies, and expectations.

Coordinates the implementation and oversight of MCPS safety and security policies and regulations.

Collaborates with external organizations, such as police, fire, emergency management agencies, and community safety groups, to enhance school security efforts and ensure their assistance with school safety and security.

Participates in meetings, committees, and task forces related to school safety and security at the local, regional, and national levels.

Communicates with the community through written correspondence, telephone calls and personal visits, preparing correspondence for and making presentations on behalf of the superintendent, chief operating officer, chief of safety and security, and Board of Education members on request.
Performs regular assessments of school facilities to identify potential vulnerabilities and recommends appropriate security measures.
Develops and implements emergency response plans, including lockdown procedures, evacuation protocols, and crisis management strategies.
Coordinates drills and exercises to ensure staff and students are prepared to respond effectively to emergencies.
Continually evaluates MCPS school safety and security programs by recommending changes to the chief safety officer.

Recommends school safety and security staffing levels for schools and assists the Office of Human Resources and Development in screening and selecting school and central office based security staff.

Responds to requests from principals and systemwide administrators regarding school safety and security matters.

Collaborates on the development and implementation of safety and security in-service training programs.

Reviews MCPS serious incident reports and takes action when appropriate.

Develops standard operating procedures for school and centrally based safety and security staff.

Assists in maintaining an efficient incident reporting system.

Oversees school security audits and makes recommendations about how to improve safety in individual schools.

Oversees development of local school crisis management plans.

Works with the appropriate agencies to maintain safe and secure buildings for after-hours programs.

Recommends placement of security equipment and infrastructure.

Performs related work as required.
