SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Office of Facilities Management, provides leadership, direction, and oversight for the division in order to effectively and efficiently carry out the organizational mission and functions of the school districts outdoor educational environments. The director will provide an outdoor environment at all schools that is inviting, conducive to learning, and clean and maintained. In addition, will ensure that outdoor facilities and grounds are available for student and community use, including the creation and expansion of outdoor education opportunities. Areas overseen by the director include athletic infrastructure construction and installation, replacement and repair, maintenance, and standards development, including but not limited to stadium field surfaces; tracks; competition and practice fields; tennis and basketball courts; and physical education gymnasium equipment and standards. The director serves as liaison for Community Use of Public Facilities; and oversees the administration of the Real Estate Management program. The director ensures the operational efficiency of the division by developing efficient processes, targets, and performance measures to assess results. The director is expected to demonstrate leadership in the district's commitment to equity and excellence for staff and students.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the latest grounds maintenance technologies, trends in industry, and of the construction trades. Ability to evaluate concept plans for outdoor educational designs and manage the landscape planning, design, construction, and maintenance cycle. Knowledge of the MCPS athletic program requirements, Capital Improvements Program, Maryland State School Construction Program and agencies involved in community use of public facilities. Ability to work with personnel in the maintenance and construction trades and excellent communications and human relations skills. Ability to negotiate details of complex professional service and real estate contracts.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor's degree required from an accredited college or university. Master's degree preferred. Course work should include public administration, school facilities planning and architecture, and civil or mechanical engineering. Five years or more of experience in responsible management position in school landscape activities, MCPS athletics, capital projects management, or school facilities. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to attend meetings, visit and inspect multiple construction sites on same day, and work overtime as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Demonstrates in the district's commitment to equity and excellence for staff and student and lead the division in implementation plan.
Develops and monitor performance measures and results aligned with the strategic plan and the key processes.
Responsible for the selection, supervision, and evaluation of all staff personnel assigned to the division.
Develops and establishes effective landscape, gardens and ground maintenance solutions inclusive of techniques and processes.
Communicates effectively with involved stakeholders (i.e. principals, teachers, students, parents, community members, governmental agencies, consultants, and etc.) throughout duration of projects and establishes positive relationships.
Employs sound environmental, ecological and waste management practices.
Improves the aesthetic appeal of the surrounding environment to complement existing architecture, and ensures longevity of the grounds.
Coordinates grounds and landscaping functions to ensure quality control measures are being adhered to.
Ensures footpaths and walkways are safe and in good condition.
Ensures boundary fences and surrounds are neat and visible at all times.
Ensures road maintenance on and around campus including marking and signage are maintained and legal requirements maintain compliance.
Manages the composting and recycling of organic and inorganic products in alignment with the districts sustainability policy.
Maintains complete and close authority over all architects, engineers and general contractors in order to assure compliance with contract requirements and satisfactory construction progress preparatory to achieving the desired finished product.
Reviews and monitors current architectural planning and general bidding construction schedules for each athletic project to ensure compliance with standards, regulations, and codes.
Responsible for obtaining necessary permits and bidding capital projects on time to ensure timely completion of projects.
Maintains a current knowledge and record of costs as they relate to local and national labor and material trends and fluctuations in order to prepare and justify estimates of cost for projected new athletic facilities.
Serves as liaison between county government staff and Department of Facilities Management staff in matters relating to community use of public facilities.
Develops supporting data, such as cost estimates based on stated requirements and related scope for each project to be included in the annual capital and operating budget request.
Directs and coordinates the real estate management program; to include but not limited to the preparation and administration of property leases, marketing surplus space; locates and selects tenants in cooperation with other offices and officials; administers and coordinates maintenance of closed schools when no principal is assigned to the building; and manages the childcare lease process in coordination with other county agencies.
Represents MCPS with other county agencies; makes presentations to explain the real estate management program to others; maintains liaison with other county agencies.
Understands and applies the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
Performs related work as required.
