SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Chief of Equity and Organizational Development, the Director of Strategic Planning provides leadership for the development, implementation and ongoing refinement of the district's strategic plan. The Director ensures that the district's strategic priorities are aligned across all schools, offices, and departments, and that implementation is consistent with the district's mission to support student achievement, equity, and continuous improvement. The Director leads districtwide efforts to monitor progress and uphold accountability measures aligned with the school system's strategic goals, utilizing the district's accountability framework. This role guides the development of school and departmental strategic plans and supports the use of data and improvement tools to drive outcomes and strengthen practices. In partnership with other offices, the Director supports the identification and implementation of innovative programs and practices that advance district priorities. The Director also leads efforts to pursue and manage grants that align with system goals, ensuring coordination with federal, state, and local requirements. The Director engages with internal and external stakeholders to communicate progress toward strategic goals and ensure alignment of resources with results. The role includes supervising and evaluating the team leader and support staff within the department and providing leadership that fosters a culture of collaboration, equity, and excellence. MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of project management, strategic planning in an academic or instructional environment; change management; grant acquisition, facilitation of high-performing teams; organizational theories; and trends in continuous improvement. Excellent planning, organizational, interpersonal, communication, and data analysis skills. Ability to effectively work with school and system leaders to implement and monitor programs and initiatives. Ability to prepare and deliver papers and presentations. Knowledge of or the ability to quickly learn and meet the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in business administration, education administration or other related field. Minimum of 3 years of outstanding experience as a manager or administrator, and evidence of progressive leadership responsibilities.Experience as a school-based administrator preferred. Extensive experience with project management and strategic planning. Experience utilizing strategic models for developing and monitoring key work processes and key performance indicators and with the acquisition of grants. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: Maryland state certification for Administrator I preferred.

DUTIES AND RESPONSIBILITIES:

This position description is not intended to be an exhaustive list of all duties, knowledge, or ability associated with this classification, but is intended to accurately reflect the principle job elements.)Under direction of the chief of equity and organizationaldevelopment leads the development and proper implementation of the systemwide strategic plan; ensures alignment, compliance and continuous improvement across the district through assessment and application of the accountability framework.Represents the chief in Board presentations, reporting and engagement of district leaders and various stakeholders in matters related to the districtwide strategic plan. Serves as primary point of contact related to the work.Leads and implements a formal systemwide strategic planning process, including monitoring and evaluating implementation of the strategic plan across the district.Supervises and deploys department team leader to support various offices, administrators and staff to maintain accountability, compliance and successful implementation of the strategic plan.Builds capacity of system leaders with respect to strategic planning and monitoring progress.Leads the design and implementation of continuous and process improvements tools for the school system.Evaluates trends and implements the use of effective strategic planning tools and processes in MCPS.Collaborates with the budget unit and system leaders to ensure resources are aligned with system priorities, including implementation of awarded grants.Ensures that grants submitted by various offices across the system are aligned with school system goals.Collaborates with offices to seek out innovative programs aligned with school system priorities.Performs related duties consistent with the scope and intent of the position.
