SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the Chief Talent Management Officer, the Director of Employee & Labor Relations manages all aspects of employee relations across administrators and supervisors, certificated staff, and support staff. This position provides guidance on the interpretation and administration of negotiated agreements, oversees grievance and administrative complaint procedures, and fosters collaborative relationships with employee associations/union and employees. The Director also leads the Employee Assistance Program (EAP), including mediation/dispute resolution services and supervisory support programs. PHYSICAL DEMANDS: None SPECIAL REQUIREMENTS: Ability to work a flexible schedule, including occasional evenings and weekends, to attend meetings and meet deadlines.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of Maryland labor laws and collective bargaining regulations.Demonstrates cultural competence and a deep understanding of issues facing diverse groups with empathy. EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: EDUCATION, TRAINING, AND EXPERIENCE: Master’s degree in Public Administration, Personnel, Labor Relations, or related field. Minimum of three (3) years’ experience in employee relations, grievance/arbitration handling, and contract administration. Experience overseeing employee support programs or mediation services preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.CERTIFICATE AND LICENSE REQUIREMENTS: None

DUTIES AND RESPONSIBILITIES:

EXAMPLES OF DUTIES AND RESPONSIBILITIES: Oversees the processing of all grievances filed under negotiated agreements and all administrative appeals filed under Maryland law.Advises the Superintendent on employee relations and labor relations matters outside of direct negotiations.Works collaboratively with all associations/union, including exclusive bargaining agents, to maintain positive labor-management relations.Implements strategic goals and objectives, policies, procedures, and work standards for all aspects of employee and labor relations.Oversees the Employee Assistance Program (EAP), including mediation/dispute resolution services, supervisory consultation, wellness resources, and follow-up support.Supervises and evaluates the EAP team.Maintains records and files related to labor and employee relations, including laws, arbitration decisions, and MCPS policies.Recommends revisions to MCPS policies and procedures to ensure compliance with negotiated agreements.Orients and trains administrators for proper application of negotiated agreements and swift resolution of contract grievances and administrative complaints; administers agreements (requiring regular contact with employee organizations, administrators, and employees), and directs grievance and administrative complaint procedures, through arbitration.Directs and approves the release of employee and/or employment information to bargaining unit representativesEnsures MCPS compliance with state and federal laws that relate to labor and employment standards.Conducts training sessions and informational seminars for Board members and administrators on employee relations topics.Performs other duties as assigned.
