SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Department of Facilities Management, organizes, staffs, and supervises the division in order to effectively and efficiently maintain all facilities owned by Montgomery County Public Schools (MCPS) and carries out the organizational mission and functions of Division of Maintenance. Evaluates working and facility conditions and schedules routine preventative maintenance work with as little interference of the instructional program as possible. Responds to emergency maintenance as situations arise.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the technical design, proper operations, and efficient maintenance of school plant equipment and facilities. Ability to manage a full service facilities maintenance program for more than 200 building locations and provide effective leadership and management of a diverse work force of more than 360 maintenance trade and other professional employees, including more than 50 subordinate managers, supervisors, and key staff members. Ability to collaborate and communicate effectively with senior leaders, other organizations, and members of the public. Excellent oral and written communication skills and interpersonal skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university in engineering, industrial or business management, or related field, with additional coursework, post-graduate degree, or strong experience in related areas of management, engineering, administration leadership, planning, or finance/budgeting. Minimum of five years of increasingly responsible leadership related to facilities management, operation, and/or maintenance and related business planning and operations. Other combinations of education, training, and experience that provide the required knowledge, skills, and abilities to effectively lead and manage the organization may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Possession of a valid Maryland noncommercial class C driver's license, or equivalent.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to respond to emergencies and to work extended hours and weekends, as required.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Develops and implements division¿s strategic and operational business plans that are aligned with Department of Facilities Management strategic plan and oversees all processes related to the mission and functions of the division to ensure efficient and effective delivery of services to customers.

In close coordination with Department of Facilities Management, develops operating and capital budgets on an annual basis and executes responsible programs included in the approved budgets.

Develops, monitors, and analyzes division¿s performance measures to track trends, identifies areas of improvements, and develops strategies and action plans for continuous improvements on all processes managed by the division.

Provides training and professional development for key staff members to ensure the efficient and effective management of maintenance operations.

Manages all personnel matters for division¿s workforce, including but not limited to compliance with union contracts, evaluations, professional development plans, reclassifications, status changes, grievances, safety.

Collaborates with the Department of Facilities Management to ensure that maintenance issues are properly coordinated and integrated into department standards, plans, programs, and processes.

Ensures that routine facility maintenance work orders are completed in timely manner and works closely with other divisions and team units within the Department of Facilities Management in responding to facility related emergencies.

Keeps informed of changes in applicable laws, policies, regulations, standards, and codes to ensure that all MCPS schools and facilities are in compliance, safe, and secure.

As needed or required, represents the division in meetings with the state and county governmental agencies, MCPS Board of Education, Parent Teacher Association organizations, school principals and their staffs, and members of the public. Demonstrates maturity, professionalism, and responsibility in representing the division and MCPS in government and public domains.
