SUMMARY DESCRIPTION OF CLASSIFICATION: Provides leadership of Employee and Retiree Service Center (ERSC) functional, technical, and communication specialists. Responsible for resolving complex employee questions and issues as referred from the Call Center and Transactions Unit. Responsible for the ongoing support of the information technology applications and systems used within the division.. Responsible for the administration and implementation of complex salary provisions as dictated by the negotiated agreements; the development and production of an integrated communications program; the branding of the ERSC; and the planning, implementation, and communication of new programs, changed compensation and benefits programs, regulatory requirements, and provisions of negotiated agreements.. Responsible for workforce reporting for collective bargaining, budget development, workforce management, and compliance with federal, state, and local reporting requirements. Works collaboratively with the ERSC leadership, the Office of Human Resources and Development, and the Office of the Chief Technology Officer to resolve policy and process issues relating to employee transactions, employee and retiree benefits, and payroll processing; ensures the adequate collection of requirements as relates to new initiatives. Ensures the operational efficiency of the division by developing efficient processes, process documentation, targets, and performance measures to assess results. Demonstrates leadership in the district¿s commitment to equity and excellence for staff and students.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough in-depth understanding of human resource, employee benefit, and payroll functions, law, policies, and best practices. Lawson system experience preferred. Knowledge of communication tools and strategies to effectively communicate employee and retiree information to a diverse MCPS employee and retiree base. Analysis skills using database or analytic tools to identify complex cause of issues, data needs, and reporting needs; ability to problem solve based upon analysis and knowledge. Proven ability to work collegially towards long-term resolution of functional issues. Ability to visualize and implement innovative use of technology to achieve process improvement and efficiencies in operations, reporting, and communications. Ability to lead team to provide outstanding customer service. Software orientation and aptitude; Microsoft Office skills. Proven ability to coach, supervise, and lead a wide variety of disciplines and functions within ERSC. Highly motivated and able to work in quick paced environment. Excellent communication and interpersonal skills. Requires the knowledge and application of the 6 leadership standards that have been established for the MCAAP Administrative and Supervisory Professional Growth System (A&S PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree required from an accredited university or college with an emphasis in business administration or information systems.. Master's degree preferred. Extensive experience in the management of human resources, benefits or payroll required. Experience in a busy customer-oriented service center desirable. Other combinations of applicable education, training, and experiences may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Responsible for supervision of position and salary administration, ERSC communications, workforce reporting, and technical functions for the enhancement and maintenance of existing systems.
Responsible for policy development, coordination with other related functional areas, and related procedural implementation for the ERSC.
Represents ERSC functional perspective in wide scope process and issue resolution efforts.
Oversees and ensures resolution of individual problems as referred from the Call Center and Transaction Unit staff, from employees, and from supervisors.
Responsible for ongoing data review and identification of data issues. Works with ERSC leadership to achieve satisfactory resolution of data discrepancies and causes.
Implements changes to compensation and benefits programs to comply with negotiated agreements, changes in benefits plans, regulatory and other requirements.
Communicates and implements benefit plan changes in close collaboration with the Director, Benefits Strategy and Risk Management.
Performs and oversees analysis of customer feedback and referral questions to identify potential reengineering opportunities. Works in close collaboration with the other members of the ERSC leadership team.
Responsible for development of functional system requirements, participation in system implementations and enhancements, patch testing and functional systems planning. Works closely with the Office of the Chief Technology Officer (OCTO) to ensure inclusion and fulfillment of functional requirements. Provides coordination of functional role in technology endeavors.
In collaboration with ERSC leadership determines the strategy and approach of employee and retiree communications. Oversees the activity of the Communications Specialist in developing the ERSC brand, new venues of communication, and effectiveness of communications.
In collaboration with the Public Information Office and the Office of the Chief Operating Officer, responsible for the data definition and production of official workforce reports such as the Staff Statistical Profile; responsible for reports in support of the budget process and contract negotiations; responsible for the filing of the Annual Staff Report with MSDE and other surveys and reports as required by local, state, or federal agencies.
Works collegially with ERSC leadership team to implement employee and retiree programs and test system enhancements and upgrades.
Leads the office in process improvement strategies, goals, and documentation standards.
Mentors and guides staff in developing project management and leadership skills.
Coordinates office-wide technology initiatives, upgrades and enhancements.
Oversees specialized office projects such as scanning, web site redesign, and others as needed.
