WORKING TITLE: Director, Accountability Initiatives GRADE: P MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the associate superintendent of shared accountability, provides leadership and coordinates systemwide resources to support intelligence reporting and management. Aligns organizational efforts and identifies efficiencies within the Office of Shared Accountability (OSA) in supporting the Montgomery County Public Schools (MCPS) strategic planning framework. Understands key performance indicators that drive the school systems measurement, reporting, and analytics across departments and how these metrics align with overall strategies, goals, and objectives. Gathers research on assigned projects, then prioritizes, plans, and manages project progress. Serves as a champion for data governance and executes OSAs agenda to create greater visibility and support for the system and schools.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Strong analytical, problem-solving and conceptual skills applied in a PreK-12 setting. Demonstrated ability to show a high level of service responsiveness to internal customers and effective partnership with colleagues. Ability to use sound judgment and discretion in handling sensitive data, plans, and analyses with confidentiality and discretion. Excellent interpersonal, oral, and written communication skills. Proven, consistent track record showing the ability to work with all levels within an organization and manage large-scale projects on time and within budget. Strong information technology experience, which must include the ability to work effectively with reporting and content management systems. Proficiency with Microsoft Project, Microsoft Visio, and the Microsoft Office Suite. Solid working knowledge of Microsoft SharePoint. Ability to utilize web reporting tools and services.
EDUCATION, TRAINING, AND EXPERIENCE: A masters degree from an accredited college or university in educational administration or equivalency in any one of the content areas of administration, curriculum, supervision, or educational leadership. Successful experience with administrative and supervisory responsibilities and knowledge of effective curricular and instructional practices. Ten years of increasingly responsible experience in education or a related profession, with at least five years¿ experience in an educational institution or setting. Substantial leadership and management experience related to one or more of the following: educational assessment and accountability, academic standards, school improvement planning, program evaluation, data analysis and reporting, large-scale data systems. Knowledge of resources and experience with the strategic application of those resources to support schools. Experience with contract review, negotiations, and oversight. Ability to provide technical expertise, information, and assistance to the Associate Superintendent regarding assigned functions. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered. Knowledge and application of standards established for MCAAP/MCBOA, MCEA, and SEIU bargaining units for the Professional Growth System (PGS).

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supports and coordinates the development and maintenance of appropriate data tools, technologies, reports, and professional development opportunities that effectively inform instruction and enhance student learning.

Participates in the development, implementation, training, and on-going enhancement effort around an early warning indicator system for MCPS.

Works collaboratively across departments to facilitate access to high quality data which supports the districts strategic planning framework.

Identifies emerging data analysis strategies to be introduced and integrated within the organization.

Oversees ongoing improvements and feasibility of system enhancements.

Identifies and recommends structures and initiatives, in collaboration with the Associate Superintendent, that encourage, support, pilot, and assess innovative practices in the use of data.

Mobilizes resources to meet specific school needs.

Monitors internal and external environments for development of new reporting solutions.

Researches, analyzes, and makes recommendations around processes to promote efficiencies which will allow the organization to gain a competitive advantage.

Negotiates and structures contracts favorable to the organization as directed by the associate superintendent.

Performs other related duties as assigned.
