MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough working knowledge of: Trend Benders and other goals for MCPS,Maryland Standards for School Library Media Programs, and Maryland Learner Outcomes; planning, implementing and directing MCPS library services and programs; MCPS initiatives, guidelines, priorities, and instructional strategies; MCPS policies for evaluation, selection, ordering and processing of instructional materials and equipment; current trends in literacy, technology, curriculum and instruction as well as strategies for integrating them throughout the SLMP; MCPS Policies and Procedures Handbook for School Library Media Programs; national library trends related to facilities, equipment, technology, and instruction including information literacy standards identified in Information Power; and MCPS organizational structure.Ability to work with principals, media specialists, and others in the delivery of effective media program services and creatively solve problems that arise.Excellent human relations and oral, written and electronic communications skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from accredited college or university in library media or information sciences with course work in curriculum and administration. Considerable experience as a public school media specialist and evidence of responsibility in an administrative and supervisory role. Evidence of experience in a decision-making role related to implementation, integration and support of instructional technology. Other combinations of applicable education and experience which provide the knowledge, abilities and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Works with building level and central office administrative staff to interpret the media program and to identify services and requirements.

2. Maintains close liaison with the principals of the schools and the administrative clusters in monitoring the quality and needs for school media programs and creatively solving related problems.

3. Works with the other departments and divisions of the Office of Instruction and Program Development to ensure integration of school library programs.

4. Works with the staff of the Office of Global Access Technology to ensure a coordinated effort for the delivery of services to schools.

5. Promotes the concept of flexible scheduling within an integrated school library media program to
support classroom instruction and sustain and enhance services for a diverse student population.

6. Works with staff to evaluate and use electronic resources, technical software and hardware to enhance retrieval and organization of information and data.

7. Implements needed in-service activities to provide school media staffs with the power of an integrated media program to impact instruction through the use of emerging technologies, evolving curriculum, and educational issues.

8. Acts as an advocate promoting and interpreting the value of school library media programs to MCPS and the community at large.

9. Acts as a liaison to library programs in Montgomery County, the state and local colleges and universities.

10. Meets regularly with media specialists and assistants to provide training and to share information about new curriculum and programs.

11. Implements mentoring program for new media specialists.

12. Identifies and integrates new and innovative practices into media programs.

13. Supports media specialists in integration of local and state assessments into media programs.

14. Performs related work as required.
