SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the deputy superintendent of teaching, learning, and programs, provides leadership and coordinates systemwide resources to support interventions to schools. Provides oversight to ensure the delivery of targeted professional development, and builds the institutional infrastructure for supporting schools in implementing effective interventions aligned with the Montgomery County Public Schools (MCPS) strategic plan. Provides leadership for supporting and communicating with administrators and teachers in the Interventions Network. Coordinates intervention strategies, programs and practices, as well as the evaluation of interventions. Keeps abreast of national and state trends in interventions to obtain information for essential program improvements. Articulates the program to the Montgomery County Board of Education, staff members, and community.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of educational research and best interventions both in the academic and social emotional domain. Demonstrated ability to lead, design, and manage cross-functional project teams, direct complex system initiatives, and innovates to provide creative solutions to systemic challenges. Excellent interpersonal, oral, and written communication skills. Demonstrated record of working with school-based staff members and designing and delivering professional development.
EDUCATION, TRAINING, AND EXPERIENCE: A masters degree from an accredited college or university in educational administration or equivalency in any one of the content areas of administration, curriculum, supervision, or educational leadership. Thorough understanding of how schools work. Five years of school-based teaching and leadership preferable. Knowledge of resources and experience with the strategic application of those resources to support schools. Experience with leading staff in the development of systemic initiatives and professional development. Experience in developing and managing prototypes and pilot programs that support schools. Experience in the design and delivery of professional development. Observing and Analyzing Teaching I or equivalency for central service administrators. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland certification requirements for Administrator I certification.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent night meetings, weekend work, and extended work hours.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides leadership for building the vision and strategy for innovations and interventions work within the Office of Teaching, Learning, and Programs and other central services offices.

Identifies, leads, and coordinates the supports and resources for school-based intervention efforts.

Mobilizes resources to meet specific school needs.

Works with school leadership teams to ensure the effective use of resources.

Works with the Office of School Support and Improvement to provide interventions for the Innovation Schools and other schools in MCPS.
Develops and implements communication plan to executive staff members that describes status of network of schools.

Applies for grants and seed funding for intervention projects.

Develops strategic improvement plan for provision of systemwide intervention support.

Works with the Office of Shared Accountability and others to develop an accountability plan that documents the use of resources and successful interventions.

Provides periodic reports to executive staff members and the Board of Education.

Coordinates and ensures the delivery of targeted professional development.

Is accessible to staff members, parents, and students on a continuing basis to provide information, feedback, encouragement, and problem solving.

Performs other related duties as assigned.
