EXAMPLES OF DUTIES AND RESPONSIBILITIES:
On a regular and continuing basis develops, maintains, reviews, and documents accounting procedures using technical accounting knowledge.Identifies areas which can be improved and bring these items to the attention of the division director.Institutes research and analysis of the problems and provides solutions. Prepares and/or reviews procedural documentation for newly developed modules or processes and rewrites existing procedures. Develops and maintains accounting procedures manual; creates written analyses of existing workflow and the controls that are established within that workflow. Provides leadership role for the division and schools /offices for the strategic management of business systems, including process development, control, training, and accountability.Works with schools, offices and MCPS technical resources to identify and address business systems issues and deficiencies.Develops written plans, schedules, and work papers to coordinate the year-end closing and to identify the responsibility of others during the year-end closing process period. Works closely with the external audit firm and coordinate staff assignments relating to the audit. Responds to questions/requests from MCPS offices and schools that need assistance with problems. Controls and reviews disbursements, approves journal entries, discusses technical problems with staff, and recommends solutions.Collaborates with staff in preparation of numerous financial reports and schedules, such as the monthly report to the Board of Education, annual financial report, state financial report, state budget report, Internal Revenue Service reports, and numerous other reports.Maintains awareness of expenditure levels to advice management. Acts for the division directors when they are absent.Provides training and orientation for new division employees, as well as schools and office staff about the organizations accounting policies and procedures.Maintains contact with schools and offices regarding the reporting and accounting of financial data. Responds to inquiries and explains accounting needs and procedures.Ensures all transactions are processed in compliance with Governmental Accounting Standards Board (GASB), federal/state and MCPS regulation and polices.Coordinates accounting or system changes with schools and offices.Understands and applies principles of performance evaluation and professional growth for employees. Performs related duties consistent with the scope and intent of the position.
