SUMMARY DESCRIPTION OF CLASSIFICATION: Supervises and provides leadership for countywide curriculum, assessment, and instructional program planning, development, and implementation in an assigned discipline. Provides leadership for supporting and communicating with administrators and teachers implementing the program in the assigned discipline. Keeps abreast of national and state trends in discipline to obtain information for essential program improvements. Leads development of curriculum, assessments, and instructional program and evaluates and selects textbooks, instructional materials, and equipment in assigned discipline. Articulates the program to the Board of Education, staff, and community. Supervises assigned staff, manages projects, and establishes procedures to fulfill responsibilities and improve countywide program.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current educational principles, best practices and procedures in program development, staff training, instruction, and assessing program needs in the assigned instructional specialty area. Thorough knowledge of Montgomery County Public Schools (MCPS) organization and administration of curriculum, assessment, instruction, policy, student achievement data, and federal and state laws related to curriculum, assessment, and instruction. Knowledge of national, state, and local standards and assessments and ability to apply them to curriculum and classroom instruction. Knowledge of comprehensive program development and monitoring, grant writing, and current research and theory in the assigned discipline. Knowledge of accountability measures and achievement data analysis. Knowledge of technology to support learning, data analysis, and communication. Knowledge of effective practices for instruction in the assigned discipline to meet the needs of a diverse student population. Ability to design and deliver professional development. Ability to work effectively with principals, staff, and parents, as well as state and national colleagues to implement and monitor the instructional program in diverse school settings. Excellent planning, organization, management, communication (oral and written), and human relations skills. Ability to prepare documents and presentations for the superintendent and Board of Education.
EDUCATION, TRAINING, AND EXPERIENCE: Master¿s degree from an accredited college or university with specialization in the area of responsibility and course work in curriculum, assessment, instruction, supervision, and administration; doctor¿s degree preferred. Five years outstanding teaching or related experience in the appropriate subject and at the appropriate level. Administrative or supervisory experience desirable. Successful recent leadership experiences in assessing program needs, curriculum and assessment development, instructional practices, program implementation and staff training desirable. Experience in data analysis of student achievement, grant writing, policy and regulation development desirable. Experience with instructional technology applications to support teaching and learning, curriculum development, staff training, program and student accountability, and communication.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland Certification requirements in assigned discipline and for Administrator I.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent extended day work required. Occasional attendance at evening Board of Education, PTA, and committee meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Leads the development and monitoring of implementation of the instructional program in the area of assigned responsibility to address local and state mandates and priorities.
2. Plans and manages curricular and instructional improvements and disseminates information about successful practices.
3. Keeps knowledgeable regarding ongoing and new program development. Reviews best practices, recent literature, and research studies and reports. Evaluates findings and suggests changes or modifications to improve existing programs. Applies information/results of research and studies to instructional program.
4. Leads the development of new and revised curriculum, assessments, and instructional guides to support instructional program in schools and student achievement on national, state and local assessments.
5. Plans and leads countywide meetings of liaison/resource/special teachers in subject field.
6. Supports schools in implementation of program.
7. Analyzes student achievement data to improve instruction, curriculum, assessment, and program.
8. Provides leadership in design and delivery of professional development activities for principals, teachers, and support staff to promote innovative teaching approaches and techniques. Provides support and guidance to in-service instructors and coordinators.
9. Works with specialists and school staff in monitoring and evaluating implementation of the instructional program in the assigned area; advises principals, resource teachers, and classroom teachers regarding instructionally related concerns, problems, and/or adjustments to new situations/curriculum.
10. Supervises the evaluation and selection of textbooks, instructional materials and equipment; collaborates in developing plans for new and renovated facilities; coordinates articulation of curriculum between grade and school levels.
11. Develops proposals for outside funding to support program improvements.
12. Collects data and prepares responses to requests for information; articulates the curriculum and instructional program to the Board, staff, parents, and community; keeps abreast of latest research, developments, and techniques in assigned area; maintains liaison with Maryland State Department of Education (MSDE), colleges and universities, appropriate professional organizations, and other groups or individuals who influence the quality or direction of the instruction program.
13. Plans and coordinates activities that involve parents, community, and business sector in support of curriculum development, implementation, and evaluation.
14. Manages special countywide programs, including summer and/or extracurricular activities related to the assigned discipline; makes presentations to interested staff and community groups.
15. Prepares required reports and annual budget requests; manages expenditures and accounts for countywide activities; recommends allocation of grant funds according to need and best utilization; maintains files, records, and/or expenditure controls.
16. Collaborates with other MCPS offices and departments to develop integrated curricular units and assessments.
17. Participates in interviewing, and hiring.
18. Under direction performs other duties as assigned.
