SUMMARY DESCRIPTION; PHYSICAL DEMANDS; AND SPECIAL REQUIREMENTS: SUMMARY DESCRIPTION: Under direction of the director, the supervisor leads team and oversees curriculum and instructional program planning, development, and implementation of college and career readiness programs related to technology education, dual enrollment, career connected learning, and career and technical education (CTE) Pursues and manages various state and federal grants. Leads coordination of state visits, monitoring reviews, and reporting requirements related to CTE and other Perkins grant related activities. Develops letters of support related to new construction and renovations as required by MSDE associated with CTE program facilities. Leads school system partnerships with student focused higher education, community partners, and business industry leaders to prepare students for college-level studies and career connected learning experiences before or by high school graduation. Manages programs to promote parent involvement and support for student success. Serves on various districtwide programs in support of local and regional options for all students. Works collaboratively with central service leaders to support regional program development and/or implementation with shared responsibility across department leadership. Provides training for administrators and classroom teachers. Keeps abreast of national and state trends in program areas. Leads program monitoring and evaluation and directs evaluation and selection of textbooks, instructional materials, and equipment in the area of specialty. Interprets the programs to the Board of Education, staff, and community. MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE SKILLS ABILITIES: KNOWLEDGE SKILLS ABILITIES: Thorough knowledge of current educational principles, best practices and procedures in program development, staff training, instruction, and assessing program needs in the assigned area. Thorough knowledge of Montgomery County Public Schools (MCPS) organization, administration and policy related to curriculum, assessment, and instruction; and federal and state laws related to curriculum, assessment, and instruction, career and technical education, college and career readiness legislation. Thorough knowledge of national, state, and local standards and assessments and ability to apply them to curriculum and classroom instruction. Knowledge of college and university admissions procedures and district/postsecondary counseling practices. Thorough understanding and experience with comprehensive program development and monitoring, grant writing, and current research and theory in the assigned area. Knowledge of accountability measures and achievement data analysis. Thorough understanding of MSDE CTE requirements, systems, data, and reporting structure and requirements. Thorough understanding of accountability measures and achievement data analysis per MSDE for all CTE areas.  Skilled in the use of technology to support learning, data analysis, budgeting, and communication. Knowledge of effective practices for instruction in the assigned area to meet the needs of a diverse student population. Ability to design and deliver professional development. Ability to work effectively with postsecondary and business partners, principals, school staff, and parents, as well as state and national colleagues to implement and monitor programs in diverse settings. Ability to design, implement, and monitor student academic support programs. Excellent planning, organization, management, communication (oral and written), and human relations skills. Ability to prepare documents and presentations for the superintendent and Board of Education.
EDUCATION, TRAINING AND EXPERIENCE; CERTIFICATE AND LICENSE REQUIREMENTS: Education Training Experience: Master’s degree from an accredited college or university with specialization in the area of responsibility and course work in curriculum, assessment, instruction, leadership/supervision, or administration. Five years outstanding teaching experience in the appropriate area and level including CTE. Administrative or supervisory combined experience of at least five years desirable. Successful recent leadership experiences in assessing districtwide program needs, curriculum and assessment development, instructional practices, program implementation, managing large program budgets, CTE, work-based learning, and writing/managing multiple grants. Experience working effectively with various district offices, institutions of higher learning, MSDE, community organizations, government agencies, and businesses. Experience in data analysis of student achievement, policy and regulation development desirable. Experience with instructional technology applications to support teaching and learning, curriculum development, staff training, program and student accountability, and communication. Certificate License: Maryland Certification requirements for supervisors and principals or Administrator I required.

DUTIES AND RESPONSIBILITIES:

Example Duties: Leads the development, monitoring, implementation, and evaluation of the instructional programs in the area of assigned responsibility to address local and state mandates and priorities. Plans and manages curricular and instructional improvements and disseminates information about successful practices. Keeps knowledgeable regarding ongoing and new program development. Reviews best practices, recent literature, and research studies and reports. Applies information/results of research and studies to the program. Leads the development and revision of curriculum, assessment, instructional, and professional development resources in web-based environment to support instructional program in schools and student achievement on national, state, local, college admissions, and industry certification assessments. Collaborates with higher education and businesses to support development, implementation, and evaluation of student programs that prepare students for college and career. Collaborates with Maryland State Department of Education (MSDE), community, public, private, and government agencies to pursue and manage grants for career education and college partnerships. Develops innovative partnerships with Montgomery College and other postsecondary institutions to improve student readiness for college-level studies and to foster seamless transitions from secondary to postsecondary environments. Leads partnership activities that promote parent involvement and support for students’ academic success and transition to postsecondary studies. Leads countywide meetings of liaison/resource/special teachers in area of specialty. Supports schools in implementation of program. Analyzes student achievement data to improve instruction, curriculum, assessment, and program. Analyzes MSDE program data to measure progress toward defined SMARTIE goals. Provides leadership in design and delivery of professional development activities for principals, teachers, and support staff to promote innovative teaching approaches and techniques with contributions from program staff and content experts across units. Provides support and guidance to in-service instructors and coordinators. Works with specialists and school staff in monitoring and evaluating implementation of the instructional program in the assigned area; advises principals, resource teachers, and classroom teachers regarding instructionally related concerns, problems, and/or adjustments to new situations/curricula/programs. Supervises the evaluation and selection of textbooks, instructional materials and equipment; collaborates in developing plans for new and renovated facilities; coordinates articulation of curriculum between grade and school levels. Develops proposals for outside funding to support program improvements. Collects and manages data and prepares responses to requests for information; articulates the curriculum and program to the Board, staff, parents, and community. Liaises with MSDE as required. Prepares required reports and annual budget requests; manages expenditures and accounts for activities as appropriate; Manages data collection and reports as appropriate. Maintains CPP/CTE website and leads outreach efforts to increase enrollment and successful completion of related programs. Plans and coordinates activities that involve parents, community, and business sector in support of program implementation. Coordinates state visits, monitoring reviews, and compliance reporting requirements related to CTE and Perkins grant activities. Collaborates with other MCPS offices and departments to improve curriculum and program with the director and cross-functional teams sharing responsibility for outcomes. Leads and/or participates in interviewing and hiring. Under direction performs other duties as assigned.
