SUMMARY DESCRIPTION OF CLASSIFICATION: Supervises and provides leadership for countywide curriculum and instructional program planning, development, and implementation of career programs related to information technology, finance, education, and entrepreneurship/service careers. Pursues and manages state and federal grants for career education and college readiness. Leads school system partnerships with higher education and business to prepare students for college-level studies and work-based experiences before or by high school graduation. Manages programs to promote parent involvement and support for student success. Provides training for administrators and classroom teachers. Keeps abreast of national and state trends in program areas. Leads program monitoring and evaluation and directs evaluation and selection of textbooks, instructional materials, and equipment in area of specialty. Interprets the programs to the Board of Education, staff, and community.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current educational principles, best practices and procedures in program development, staff training, instruction, and assessing program needs in the assigned area. Thorough knowledge of Montgomery County Public Schools (MCPS) organization, administration and policy related to curriculum, assessment, and instruction; and federal and state laws related to curriculum, assessment, and instruction, and career education. Knowledge of national, state, and local standards and assessments and ability to apply them to curriculum and classroom instruction. Knowledge of college and university admissions procedures and district/postsecondary counseling practices. Knowledge of comprehensive program development and monitoring, grant writing, and current research and theory in the assigned area. Knowledge of accountability measures and achievement data analysis. Knowledge of technology to support learning, data analysis, and communication. Knowledge of effective practices for instruction in the assigned area to meet the needs of a diverse student population. Ability to design and deliver professional development. Ability to work effectively with postsecondary and business partners, principals, staff, and parents, as well as state and national colleagues to implement and monitor programs in diverse settings. Ability to design, implement, and monitor student academic support programs. Excellent planning, organization, management, communication (oral and written), and human relations skills. Ability to prepare documents and presentations for the superintendent and Board of Education.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with specialization in the area of responsibility and course work in curriculum, assessment, instruction, supervision, or administration; doctoral degree preferred. Five years outstanding teaching experience in the appropriate area and level. Administrative or supervisory experience desirable. Successful recent leadership experiences in assessing program needs, curriculum and assessment development, instructional practices, program implementation and staff training desirable. Experience working effectively with institutions of higher learning, MSDE, community organizations, government agencies, and businesses. Experience in data analysis of student achievement, grant writing, policy and regulation development desirable. Experience with instructional technology applications to support teaching and learning, curriculum development, staff training, program and student accountability, and communication.
CERTIFICATE AND LICENSE REQUIREMENTS: Maryland Certification requirements for supervisors and principals or Administrator I (or administrator/supervisor coursework leading to Administrator I certification within time frame determined by MSDE guidelines), required.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent extended work day required. Occasional attendance at evening Board of Education, PTA, and committee meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Leads the development and monitoring of implementation of the instructional program in the area of assigned responsibility to address local and state mandates and priorities.
Plans and manages curricular and instructional improvements and disseminates information about successful practices.
Keeps knowledgeable regarding ongoing and new program development. Reviews best practices, recent literature, and research studies and reports. Evaluates findings and suggests changes or modifications to improve existing programs. Applies information/results of research and studies to the program.
Leads the development and revision of curriculum, assessment, instructional, and professional development resources in web-based environment to support instructional program in schools and student achievement on national, state, local, college admissions, and industry certification assessments.
Collaborates with higher education and businesses to support development, implementation, and evaluation of student programs that prepare students for college and career.
Collaborates with Maryland State Department of Education (MSDE) and government agencies to manage grants for career education and college partnerships.
Develops innovative partnerships with Montgomery College and other postsecondary institutions to improve student readiness for college-level studies and to foster seamless transitions from secondary to postsecondary environments.
Leads partnership activities that promote parent involvement and support for students' academic success and transition to postsecondary studies.
Leads countywide meetings of liaison/resource/special teachers in area of specialty.
Supports schools in implementation of program.
Analyzes student achievement data to improve instruction, curriculum, assessment, and program.
Provides leadership in design and delivery of professional development activities for principals, teachers, and support staff to promote innovative teaching approaches and techniques. Provides support and guidance to in-service instructors and coordinators.
Works with specialists and school staff in monitoring and evaluating implementation of the instructional program in the assigned area; advises principals, resource teachers, and classroom teachers regarding instructionally related concerns, problems, and/or adjustments to new situations/curricula/programs.
Supervises the evaluation and selection of textbooks, instructional materials and equipment; collaborates in developing plans for new and renovated facilities; coordinates articulation of curriculum between grade and school levels.
Develops proposals for outside funding to support program improvements.
Collects data and prepares responses to requests for information; articulates the curriculum and program to the Board, staff, parents, and community.
Liaises with Maryland State Department of Education (MSDE) on career education.
Pursues and manages grants for career and college readiness.
Prepares required reports and annual budget requests; manages expenditures and accounts for countywide activities; recommends allocation of grant funds according to need and best utilization; maintains files, records, and/or expenditure controls.
Manages data collection and reporting on career and college readiness in the district.
Maintains career education website and leads outreach efforts to increase enrollment and successful completion in career programs and college-level studies during and after high school.
Plans and coordinates activities that involve parents, community, and business sector in support of program implementation.
Manages special countywide programs, including summer and/or extracurricular activities related to the assigned area; makes presentations to interested staff and community groups.
Collaborates with other MCPS offices and departments to improve curriculum and program.
Participates in interviewing and hiring.
