SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director of the Division of Prekindergarten, Special Programs, and Related Services, administers and supervises services for students with disabilities, birth through age five. Implements federal, state, and local policies and procedures related to young students with disabilities; serves as liaison to administrators and instructional staff systemwide in regard to prekindergarten student needs. Ensures success for every student and promotes best practices for instructing prekindergarten students with disabilities. Collaborates with the Department of Health and Human Services (DHHS) and supervises Montgomery County Public Schools (MCPS) staff working in the Montgomery County Infants and Toddlers Program (MCITP). Supervises the Developmental Evaluation Services for Children (DESC) and Child Find process.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of federal and state special education laws and MCPS policies and regulations regarding early childhood special education services. Knowledge of the MCPS prekindergarten curriculum as it relates to early childhood special education. Knowledge of various MCPS service delivery models to support the needs of young students with disabilities. Extensive knowledge of best practices in special education instruction and evaluations. Ability to work effectively with MCPS and DHHS staff, parents/guardians, and students. Ability to collect and analyze data for decision-making, including staffing and budget allocations. Ability to organize and structure service delivery to increase inclusive opportunities for students ages three through five in public school and community settings. Ability to work independently, exhibit problem-solving skills, and seek appropriate resources. Demonstrated competence in the Professional Growth System including evaluating, observing, and supervising teachers. Excellent oral and written communication and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree in special education or related field; at least five years of teaching experience serving students with disabilities across a range of early childhood settings. Administrative and/or supervisory experience in special education, preferably in public schools. Experience in consulting with and supervising prekindergarten teaching staff, in planning and conducting professional development, and three years of administration or supervision preferred.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State Department of Education certification requirements for supervisor or Administrator I. Meets Maryland certification requirements for Administrator I and in the assigned discipline. Completion of OAT I or II, or completion within one year of the position start date.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent evening meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Works closely and collaboratively with the associate superintendent, Office of Special Education (OSE); director,
Department of Special Education Services (DSES); and director, Division of Prekindergarten, Special Programs, and Related Services, to ensure the provision of services for children and students with disabilities and their families in a variety of settings.

Supervises and evaluates coordinators and instructional specialists.

Supervises and organizes Child Find clinics for students ages three through five.

Works closely with staff, parents/guardians, and schools to identify appropriate prekindergarten interventions and strategies to improve the performance outcomes of students with disabilities.



Collaborates with MCPS organizations and outside agencies to promote inclusive services.
Works cooperatively with school administrators, parents/guardians, teachers, and DSES staff members for prekindergarten Individualized Education Program (IEP) team meetings.

Supports schools, parents/guardians, and community efforts to improve inclusive opportunities for prekindergarten students with disabilities receiving services in the Preschool Education Program (PEP).

Participates as chairperson at prekindergarten IEP team meetings.

Conducts professional learning activities for staff.

Responds to and prepares written correspondence to principals, parents/guardians, and community members at-large regarding the provision of special education services for students birth through age five.

Assures that staff, principals, and teachers are informed of changes in laws, regulations, and policies in a timely manner.

Represents DSES and OSE on committees and task forces.

Collaborates with other MCPS offices to support the effective and consistent implementation of Social Emotional Foundations for Early Learning (SEFEL), Early Learning Assessment (ELA) and Individualized Education Program (IEP) processes and procedures.

Participates actively as a member of the leadership team of the Associate Superintendent for Special Education and the Director of Special Education.

Collects and analyzes information on staffing allocations and resources for special education, and assists with budget development for Infants and Toddlers, DESC, Child Find, and PEP.

Analyzes data and develops services and programs to assure a continuum of special education services for infants, toddlers, and prekindergarten children within MCPS.

Coordinates the transition process from MCITP services to prekindergarten special education services and to school-aged services with MCITP staff and special education cluster supervisors.

Attends local, state, and federal meetings and conferences on special education issues and applies information to MCPS.

Responds to and prepares written correspondence to principals and community members at-large regarding the provision of special education services for students with disabilities, birth through age five.

Prepares Board of Education presentations.

Performs related duties consistent with the scope and intent of the position.
