SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the Chief Engagement and Partnership Officer (CEPO), represents Montgomery County Public Schools (MCPS) for the Linkages to Learning (LTL) collaborative initiative. Serves as one of three members of the Linkages Resource Team (LRT) to administer the LTL program, which includes shared administrative oversight and decision making with representatives from the Department of Health and Human Services (DHHS) and community partner agencies relative to professional development of staff, program outcomes, partnership grants, special events, community engagement, and the LTL Advisory Group. Communicates with MCPS staff, particularly Department of Family and Community Partnerships (DFCP), Office of Special Education and Student Services (OSESS), DHHS, school principals at LTL sites, pupil personnel workers, psychologists, counselors, and partner agency personnel. Provides training to school and LTL staff and is a member of the LTL Advisory Committee. Engages in close collaboration with the MCPS planning unit to share oversight of facilities at LTL sites and to advocate for additional sites. Represents the LTL program, writes reports, and makes presentations as needed to community stakeholders, school, and LTL staff. Serves as representative to interagency health/wellness committees, including elementary school-based health centers, high school wellness centers, the School Health Council (SHC), Alcohol and Other Drug Abuse Advisory Council (AODAAC), Non-Profit Providers Council, while serving as MCPS¿ representative for health/wellness issues, including revisions of health policies and regulations. Collaborates with community non-profits, faith communities and other stakeholders to enhance support of MCPS students and families.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of school system K¿12 organization and MCPS Strategic Plan, policies, and procedures. Knowledge of LTL and school-based health services. Knowledge of multiple agencies, organizations, and units within MCPS. Ability to competently and constructively communicate with parents, students, and local agencies. Ability to manage office staff, records, and financial accounts. Able to use a variety of technologies to maintain LTL information and provide information to schools. Excellent human relations skills. Strong Interpersonal and communication skills. Knowledge of and working relationship with a broad range of community stakeholders.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from accredited college or university in education or related field, administrative and supervisory experience preferred.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisor and principal, or Administrator 1 and coursework in general education, counseling, student services, Observing and Analyzing Teaching I and II (OAT I & II) preferred. Experience in counseling, student services, or other related areas preferred.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supervises the work of professional and supporting services staff.

Works cooperatively with other MCPS units and county agencies to provide assistance to students and parents. Serves as a resource to parents who have questions/issues regarding Linkages to Learning (LTL) and School-Based Health.

Schedules and conducts site-level Memorandum of Understanding (MOU) meetings with principals and partner agency supervisors annually, or as needed. Liaison with community leaders to provide information and understanding of the MOU and LTL services, MCPS strategic plan as it relates to Linkages to Learning and School-Based Health, adult education, services provided for families and students, partnership grants, special events, community outreach, and advisory groups.

Serves as a liaison to LTL in providing specific MCPS resources to LTL staff members.

Shares administrative oversight and decision-making for LTL relative to professional development, development of outcomes, writing/managing partnership grants, special events, the Advisory Group, and community outreach with the two other administrators of the collaborative initiative.

Reviews and updates policies, regulations, and operating procedures regarding student health and wellness as needed.

Works collaboratively with the Linkages Resource Team (LRT) to plan and implement the LTL program.

Meets with the LTL Advisory Group, DSS Leadership team, the OSESS Leadership Team, Northwood Wellness Center Advisory Committee, School Health Council, Alcohol and Other Drug Abuse Advisory Council, Youth Provider Council, and other committees and project teams as assigned.

Serves as liaison for LTL for the Silver Spring and Gaithersburg Judy Centers Steering Committees.

Provides information and understanding of the Linkages to Learning Collaborative Initiative in areas that are conducive for partnership.

Serves as the LTL liaison to MCPS schools and offices, including of Department of Materials Management, Office of Shared Accountability, Division of ESOL/Bilingual Programs, Office of the Chief Technology Officer, Department of School Safety and Security, Division of Food and Nutrition Services (Summer Meals Program), OCEP, and others.

Participates in professional development to better understand the culturally diverse population within MCPS and plans/implements professional development for staff.

Maintains and monitors a data system of Linkages to Learning students enrolled in MCPS.

Creates a quarterly report on LTL student enrollment.

Performs related work and other tasks as required.
