SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the associate superintendent, Office of Student and Family Support and Engagement (OSFSE), develops, coordinates, implements, administers, and evaluates a comprehensive program of residency, and international student admissions. Serves as a liaison to Montgomery County government, the Maryland State Department of Education (MSDE), institutions of higher education, community service agencies, and businesses. Ensures international students receive available services by collaborating with English for Speakers of Other Languages (ESOL)/Bilingual and School Health Services.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the MSDE and MCPS policies, regulations, and procedures as related to residency, and international admissions; Thorough knowledge of the McKinney-Vento Homeless Assistance Act, policies, and procedures. Thorough knowledge of developmental needs of students, including ethnic or linguistic minorities; thorough knowledge of federal and state laws regarding immigration and understands both MCPS policy and regulations regarding all aspects of enrollment and residency. Ability to speak at least one foreign language highly desirable. Has the ability to competently and constructively communicate with parents, local, national, and international agencies. Has the ability to manage office staff, records, financial accounts, and grant funding. Ability to lead and motivate staff, to plan and implement professional development activities, ability to use computer and other technology to maintain enrollment information and provide information to schools. Skilled in staff and program supervision, and adult training techniques; excellent human relations skills with the ability to establish good relationships with many different types of individuals and groups; excellent oral and written communication skills with ability to speak effectively to both large and small groups, as well as the ability to synthesize and summarize information; and excellent organizational skills. Knowledge and experience with applicable MCPS Professional Growth Systems.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in education, international affairs, or public policy development demonstrated leadership in assessing student needs; planning, developing and implementing programs; evaluating program effectiveness; and in planning and conducting staff training for professional development. Five years administrative and/or supervisory experience required, and five years of successful teaching experience. Experience in working with students and parents from other cultures; or any combination of applicable education, training, and experience, which provide the knowledge, abilities and skills necessary to perform effectively in the position.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for Administrator I, preferred. Observing and Analyzing Teaching (OAT) I and II, or related training, required or obtained by the end of the first year in the position.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Supervises the work of Residency and International Admissions (RIA) professional and supporting services staff responsible for evaluating transcripts for grade placements and reviewing residency documents of international students seeking enrollment in Montgomery County Public Schools (MCPS).

Selects, supervises, and evaluates RIA staff and ensures the effective and efficient management of the unit.

Maintains and disseminates annual enrollment data pertaining to international students.

Provides enrollment requirements and related information to schools and works with principals and their staff on placement issues and foreign exchange programs.

Develops procedures and reports regarding international students.

Cooperates with local, state and federal government agencies, prepares reports, and disseminates information regarding the trends in the international student population.

Participates in meetings with local school districts to ensure foreign transcripts are uniformly interpreted and evaluated.

Works with principals and their staff on student placement and foreign exchange programs and collaborates with ESOL and School Health Services to obtain health services for international students.

Designs and develops a program and makes regular improvements to assure high quality counseling, residency, and international admissions services at all levels.

Assures residency and VISA verification, transcript review, and recommended placement of international students who enter MCPS.

Works cooperatively with other MCPS units and county agencies to provide assistance to students and parents of international students.

Writes grant applications, manages monetary funds, and is well-informed about financial policies and procedures, and systems.

Serves as a resource to schools in the placement and program offerings and career counseling for international students.

Trains staff members in policies and procedures related to residency, and international admissions.

Serves as a resource to parents regarding enrollment of international students and resolving their issues or complaints.

Performs related duties consistent with the scope and intent of the position.
