SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director of the Department of Special Education Services (DSES), administers and supervises services for students with disabilities, ages 14 to 21. Implements federal, state, and local policies and procedures related to students with disabilities; serves as liaison to administrators, transition support teachers, instructional staff members, and county/community agencies to design and implement transition related activities and services. Prepares students with disabilities to thrive in their future through the development of academic, creative problem solving, and social-emotional skills that lead to college, career, and community readiness.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of the Individuals with Disabilities Education Act of 1990, federal and state special education laws, and Montgomery County Public Schools (MCPS) policies and procedures regarding special education services and secondary transition processes. Knowledge of MCPS curriculum and the Maryland College and Career Ready Standards. Knowledge of various MCPS practices to support the needs of students with disabilities preparing for college, entry into the workforce, and/or other postsecondary experiences. Extensive knowledge of best practices in special education instruction and transition services. Ability to work effectively with staff members, parents/guardians, students, and community organizations. Ability to collect and analyze data. Organizational and managerial skills. Ability to work independently, problem solve, and seek appropriate resources. Demonstrate competence in evaluating, observing, and supervising teachers. Excellent oral and written communication and human relations skills. Knowledge and application of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals Professional Growth System.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree in special education or related field; at least five years of teaching experience serving students with disabilities across settings, ages 14 to 21. Administrative and/or supervisory experience in special education, preferably in public schools. Experience in consulting with and supervising teaching staff members and in planning and developing professional learning. Computer literacy required. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered. (Note: Specific educational training and certification in certain disciplines may be required.)
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland state certification requirements for supervisor or Administrator I and in the assigned discipline. Certification in special education or a related field; certification in transition is preferred. Completion of OAT I or II, or completion within one year of the position start date.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Works closely and collaboratively with the associate superintendent, Office of Special Education (OSE); the associate superintendents of middle and high schools; Office of School Support and Well-Being; the director, DSES; and the director, Division of Prekindergarten, Special Programs, and Related Services, to ensure the provision of services for students with disabilities, ages 14 to 21, within comprehensive and special school settings. Supervises and evaluates instructional specialists, employment specialists, and transition support teachers. Collaborates with a range of state and community organizations to ensure appropriate supports and opportunities are available to students as they prepare for college, the workforce, or other postsecondary experiences. Provides parent information sessions to assist families in locating community resources to support their children's transition to college and/or career. Works closely with school-based and central services staff members, parents, and students to identify appropriate transition services to improve outcomes for students with disabilities. Writes, implements, and monitors Maryland State Department of Education grants to manage professional learning for staff members in the Transition Services Unit. Works cooperatively with school administrators, parents, teachers, and students during Individualized Education Program (IEP) team meetings. Supports schools, parents, and community efforts to improve the graduation rate of students with disabilities. Analyzes student achievement and transition data as reflected in the State Performance Plan report for MCPS; ensures that school-based staff members develop appropriate goals and objectives that meet instructional and compliance guidelines. Supports resource teachers in special education through determination of services for students with disabilities, ages 14 to 21. Serves as chairperson on central IEP team meetings. Conducts professional learning activities for school-based staff members. Responds to and prepares written correspondence to principals, parents, and community members at-large regarding the provision of transition services. Assures that staff members, principals, and teachers are informed of changes in laws, regulations, and policies. Provides leadership and oversight for the career, community, connections and the transition training for independence countywide classes for students ages 18 to 21. Represents DSES and OSE on local and state committees. Collects and analyzes information on staffing allocations, resources for special education, and assists with budget development for transition services. Participates actively as a member of the leadership team of the associate superintendent, OSE. Oversees implementation of community work experiences for high school students with disabilities. Performs related work as required.
