SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the associate superintendent, Office of Human Resources and Development (OHRD), manages ongoing human resources (HR) processes that link the human capital strategy and workforce planning with the overall strategic plan of Montgomery County Public Schools. Efforts include the design and implementation of recurring HR metrics, tools and assistance in the development of key work processes (KWPs) and key performance indicators (KPIs). Supports the OHRD associate superintendent in the development and maintenance of HR processes, systems and technology, measurement practices, and metrics reporting for the MCPS HR community to drive operational efficiency. Collaborates on staffing and recruitment, workforce planning and strategic analytics/methodologies with other functional HR directors across the MCPS Human Resources team. Evaluates industry standards and recommends competitive strategies and appropriate business models. Elicits insights and understandings regarding the effectiveness of HR services for our key customer requirements to provide advice on HR related improvement initiatives. Monitor all HR KWPs and KPIs for process gaps and initiate process improvements for innovative and scalable solutions that enhance productivity and efficiency of the MCPS HR deliverables. This includes leading and implementing technology solutions as well as personally owning and executing the broad based project management platform within HR functional teams.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge of project management, human capital management, adult learning theory; change management; facilitation of high-performing teams; organizational and staff development theories; and trends in human capital management including talent acquisition. Excellent interpersonal, communication, and data skills. Knowledge and application of the professional growth systems for MCPS.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree from an accredited college or university in Human Resources or Business Administration or other related field. Minimum of 5 years experience as a human resources administrator, and experience in the supervision of employees and evidence of progressive leadership responsibilities. Extensive experience with project management. Experience utilizing strategic models for developing and monitoring key work processes and key performance indicators. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Certificate in Human Resources Management or Project Management (preferred)

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work extended hours, including nights and weekends, as required.

Develops a data-based talent strategy for functional areas of MCPS Human Resources.

Designs and implements HR Metrics Tracking & Reporting tools to measure financial efficiency of HR operations, cost and effect of providing HR programs and processes, and the quality of talent acquisition across all divisions.

Works with cross-functional stakeholders to define the scope of work and develop milestones to ensure timely completion of aggressive goals and deliverables.

Provides data driven decision making to support HR innovation and process improvement using established Project Management, Change Management and Relationship Management strategies.

Fosters and maintains strong internal relationships with key HR and leaders across all organizational levels and divisions.

Coordinates and manages cross-functional projects given multiple competing priorities and/or perspectives.

Develops and manages a formal strategic planning process that is aligned with the MCPS goals and includes measureable objectives with established baselines and progressive annual performance targets.

Keeps abreast of industry standards and applies knowledge to K¿12 human resources.

Performs related work as required.
