WORKING TITLE: Supervisor, School Allocations and Resources GRADE: O MONTHS: 12
SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the associate superintendent of Finance, collaborates with the Office of School Support and Well-Being (OSSWB) and other offices to provide support and leadership for development, management, and monitoring of the K-12 instructional budget resources. Coordinates and implements position management activities between offices related to allocation of position and non-position K-12 resources to schools. Facilitates gathering of stakeholder input with respect to the development and resource allocation of the K-12 budget. Ensures alignment between K-12 resources and the school system strategic plan. Collaborates with associate superintendents and other system leaders to ensure resources are allocated appropriately to meet the needs of schools. Provides ongoing support to OSSWB with respect to resource allocation and implementation of resources for schools. Uses information and data systems to support decision-making processes. Keeps the associate superintendent of finance apprised of matters related to the budget, finances, staffing, resources, and other operational issues. Prepares correspondence in response to requests from members of the Board of Education, parents, or other stakeholders. Manages and problem-solves day-to-day issues related to allocations and school use of resources.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of school administration, business operations, organizational and leadership theory; knowledge of Montgomery County Public Schools (MCPS) kindergarten through Grade 12 instructional programs, policies and procedures, strategic planning, spreadsheets and database management, and data analysis. Excellent planning, organizational, communication, and interpersonal skills. Highly skilled in processing, analyzing, and reviewing detailed financial data. Ability to effectively work with school and system leaders. Ability to prepare and present information. Ability to and interest in working with large scale data sets. Knowledge of the six leadership standards that have been established for the Montgomery County Association of Administrators and Principals (MCAAP/MCBOA) Professional Growth System (PGS).
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university in school or business administration, or related field. Extensive experience in data analysis, budget development and analysis, and management of financial resources. Experience with project management, business systems, and strategic planning preferred. Experience synthesizing complex detailed financial data. Experience as a school-based administrator preferred. Familiarity with school operations, school scheduling and school finance from an administrator perspective. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Gathers stakeholder input with respect to the development and implementation of the K-12 resource budget. Works closely with offices to develop instructional resources budget (K-12). Acts as resource in budget development with superintendent of schools and Board of Education. Allocates, manages, and monitors staffing and other resources to schools in alignment with the school system priorities. Provides leadership to other offices to assure resources are allocated to schools in a timely and consistent manner that aligns with school system priorities and school needs. Provides leadership in developing improved information sharing and communication to schools and stakeholders around resource allocations. Interacts with school staff and system leaders to resolve issues and complete tasks. Manages appropriated instructional funds including preparing of required reports, ongoing monitoring, communicating, recommending actions on requests, and providing procedures for secondary account managers. Serves on and leads committees related to school resources allocation, implementation, and monitoring. Prepares reports and presentations to the executive staff, Board of Education, County Council, and other groups and organizations. Assists area associate superintendents, directors, school principals, and staff in other offices in resolving fiscal and staffing problems that affect school operations. Provides leadership in review and approval of new or revised systems and procedures related to county-wide school operations. Researches trends in resource allocations to schools. Collaborates with system leaders to ensure K-12 resources are aligned with system priorities. Performs related duties consistent with the scope and intent of the position.
