SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides leadership in the research, development, and deployment of innovative educational technologies in alignment with district priorities and initiatives. Leads and oversees the systemwide implementation of educational technology solutions including the Technology Modernization Program (Tech Mod) for new and modernized schools. Manages budgeted resources to address technology needs across schools, programs, and offices in support of system priorities. Supervises and manages staff in technology asset management including acquisition, allocation, and distribution processes. Supervises and manages staff in the research, development and configuration of servers, devices, and associated peripherals. Liaises with technology providers and partners to review product road maps and evaluate procurement options to develop sustainable and scalable program recommendations. Collaborates with key stakeholders including central services staff, school-based staff, parents, business and postsecondary partners, and community members in order to better understand end-user needs and system requirements.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current industry landscape and best practices related to the procurement and deployment of innovative educational technologies. Thorough knowledge of current MCPS educational technologies used to support and enhance instructional programs. Proven ability to effectively manage staff and resources for concurrent projects to deliver solutions on time and within budget. Ability to coach and develop the capacity of staff. Ability to collaborate with schools, departments, and offices to identify and accommodate educational technology needs. Knowledge of Montgomery County Public School (MCPS) policies, regulations and practices. Requires excellent project management, technical, interpersonal, and oral/written communications skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor degree from an accredited college or university. Computer Science of Information Technology degree preferred. Coursework and training should include computer science, information management, business management, financial management, and project management. Technical training on workstation and server equipment and software, computer networks, and enterprise systems. Experience leading teams in supporting the technology needs of end users, including desktop hardware and software, integrated peripherals, and networked systems. Two years or more experience within K-12 school systems is preferred. Two years or more experience integrating new technologies, resolving technical problems, managing enterprise-wide technology projects, and providing staff leadership. Four years or more experience in managing large budgets, overseeing financial management, and strategic planning required. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Leads teams in developing and managing the Technology Modernization program (Tech Mod).

Supervises teams who work with schools and offices to develop requirements for technology solutions.

Analyzes statistical data to determine needs of the enterprise and effectively plans for these needs within budget and time constraints.

Supervises all aspects of the technology modernization budget, including planning, monitoring, approving orders, interfacing with vendors, purchasing, and scheduling the comprehensive calendar for implementation.

Oversees teams who research, test, and recommend new technologies.

Manages budget and expenditures for MCPS technology through planning, organizing, directing, and coordinating, the work of the unit and its staff.

Collaborates with principals, teachers, and central office leaders to ensure program is compatible with student learning goals, curriculum changes, and program requirements where technology is part of the solution.

Represent MCPS at local, state, and national meetings.

Makes decisions about technology infrastructure, then leads teams in implementing best practices.

Monitors purchases and capital expenditures to achieve maximum return for the investments made by MCPS to administering the Tech Mod program.

Stays abreast of current technologies and trends in the information technology industry.

Develops policies and procedures to provide guidance to schools and offices upgrading the hardware and software products.

Oversees and coordinates customer satisfaction survey(s).

Collaborates with and provides solutions to other MCPS offices.

Prepares district software true-ups.

Assists with E-Rate projections and monitoring.

Understands and applies principles of performance evaluation and professional growth for employees.
Performs related duties consistent with the scope and intent of the position.
