SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides leadership in the design and architecture of student data systems and data integrations in alignment with district priorities and initiatives. Serves as the systemwide liaison to provide recommendations and guidance related to database development, student data system integrations, and data migration processes. Supervises and manages technical staff to develop student data solutions in support of school, program, and district needs. Engages and collaborates with key stakeholders including central services staff, school-based staff, parents, business and postsecondary partners, and community members to assess end-user needs and system requirements.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of industry research and best practices related to data management technologies. Considerable knowledge and demonstrated skill in the design and development of database architecture for data interoperability. Knowledge of and highly experienced in database management systems including Oracle and MS SQL Server. Proven ability to effectively manage staff and resources for concurrent projects to deliver solutions on time and within budget. Ability to collaborate with other departments and offices to identify and accommodate user requirements in system functionality. Knowledge of Montgomery County Public School (MCPS) policies, regulations and practices. Requires excellent project management, technical, interpersonal, and oral/written communications skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelor¿s degree required. Four years or more experience working in a large organization implementing enterprise data systems and solutions. Considerable experience in information technology in a business and education industry, as well as other combinations of applicable education, training and experience that provides knowledge, abilities, and skills necessary to perform effectively in this position.
CERTIFICATE AND LICENSE REQUIREMENTS: Certificate in Information and systems management preferred.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work extended hours, including nights and weekends, as required by program activities.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Meets regularly with director and chief technology officer to communicate status of student systems.

Prepares oral and written reports and presentations for key stakeholder groups, including the superintendent, executive leadership team, parents, school-based leadership, and central office leaders on the current and future state of student systems and all related modules.

Leads multiple teams in the gathering of requirements, data table development, configurations, testing, and implementation of new student data systems.

Leads teams in designing and implementing application and database standardization for data interoperability.

Creates, oversees the implementation of, and is responsible for successfully executing a multi-year implementation plan for data systems; and communicates that plan to key stakeholders.

Oversees and supervises the configuration of application and database security to meet MCPS policies and industry best practices.

Directs the monitoring of student database for performance, data integrity and optimization

Provides recommendation and guidance to various team leads regarding student systems business rules and its processes.

Collaborates with district leaders to ensure alignment of systems with district priorities.

Identifies key results and measurable outcomes to evaluate system effectiveness and improved customer services to determine areas of improvement for the department.

Develops, supervises, and evaluates staff.

Engages in personal development activities to maintain currency with industry-wide best practices.

Directs staff responsible for the development and enhancement of information technology applications providing information on students.

Understands and applies principles of performance evaluation and professional growth for employees.

Performs related duties consistent with the scope and intent of the position.
