SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides leadership in the integration and interoperability of learning management and enterprise systems in alignment with district priorities and initiatives. Leads and oversees the planning, development, and implementation of systems integration efforts to improve school and business operations. Supervises and manages staff in the evaluation, design, and development of interoperable systems to address school, program, and district needs. Coordinates with application and platform service providers to establish standards and processes for systems integration within the MCPS ecosystem. Engages and collaborates with key stakeholders including central services staff, school-based staff, parents, business and postsecondary partners, and community members to conceptualize, develop, and deliver coherent, user-friendly technology solutions that leverage platform interoperability.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of current research and best practices on local, state, and national trends related to the integration of technology in teaching, learning, and educational systems. Knowledge and experience with enterprise-level systems and platform interoperability. Considerable knowledge of project management methodologies related to the design, development, implementation and support of systems. Ability to lead, motivate, and coach others, with a flexible management style to supervise and work with a variety of diverse team members with a variety of backgrounds and knowledge. Ability to translate end-user requirements into creative, interoperable technology solutions. Requires excellent project management, technical, interpersonal, and oral/written communications skills. Ability to prepare memoranda and presentation materials for district leadership including the Superintendent, and the Board of Education.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university, Master¿s degree preferred. Outstanding administrative or supervisory skills required. Five years or more experience in all phases of the development life cycle of enterprise and integration of systems in order to create coherent technology solutions at the enterprise level. Demonstrated experience in the use of project and development management tools such as Microsoft Project, Team Foundation Server, Google, or other tools desired.

PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work extended hours, including nights and weekends, as required by program activities.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Leads and supervises a team that develops and maintains enterprise architectures for enterprise systems.
Oversees the management of enterprise system IT teams and ensures projects adhere to standards and meet delivery criteria.

Ensures that projects meet business requirements and goals, fulfill end-user requirements, or identify and resolve systems issues.

Reviews and evaluates existing system effectiveness and efficiency and develop strategies for improving and leveraging systems more efficiently.

Leads teams who design, build, and manage data integrations between the student information system, the gradebook, the new curriculum, and all other technology solutions used in MCPS.

Provides oversight to ensure that timelines are communicated and met and stakeholders receive complete and accurate documents and materials.

Provides leadership, direction, guidance, resources, and a continuum of support for team members ranging from business, operational, and technology requirements to involvement in the team.

Conducts sessions with users and stakeholders to identify requirements, gather feedback, and provide communication on progress.

Supervises a team who engages users in change management processes leading to customer acceptance and satisfaction with solutions.

Oversees the implementation of functional and technical teams on the development of business solutions.

Understands and applies principles of performance evaluation and professional growth for employees.

Performs related duties consistent with the scope and intent of the position.
