SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction, provides leadership in the development and management of learning management and student information systems in alignment with district priorities and initiatives. Manages system-wide planning, project management, and communication for all aspects of the student information system including scheduling, enrollment and registration, gradebook, and community portal interfaces. Supervises and directs staff in the execution of system configurations, customizations and application development to address school, program, and district needs. Engages and collaborates with key stakeholders including central services staff, school-based staff, parents, business and postsecondary partners, and community members to assess end-user needs and system requirements.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of industry research and best practices related to learning management and student systems technologies. Thorough knowledge of current MCPS student systems infrastructure, best practices, and processes. Proven ability to effectively manage staff and resources for concurrent projects to deliver solutions on time and within budget. Experience with the full application development process including requirements gathering, design, deployment, quality assurance, communication, and user support. Ability to coach and develop the capacity staff. Ability to collaborate with schools, departments, and offices to identify and accommodate user requirements in system functionality. Knowledge of Montgomery County Public School (MCPS) policies, regulations and practices. Requires excellent project management, technical, interpersonal, and oral/written communications skills.
EDUCATION, TRAINING, AND EXPERIENCE: Bachelors degree from an accredited college or university. Considerable experience in student information systems in the K-12 environment preferred; or other combinations of applicable education, training and experience which may provide the knowledge, abilities, and skills necessary to perform effectively in the position. Outstanding administrative or supervisory skills desired.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Ability to work extended hours, including nights and weekends, as required by program activities.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Meets regularly with director and chief technology officer to communicate status of student systems.

Prepares oral and written reports and presentations for key stakeholder groups, including the superintendent, executive leadership team, parents, school-based leadership, and central office leaders on the current and future state of student systems and all related modules.

Leads multiple teams in the gathering of requirements, system application development, configurations, testing, and implementation of new student systems.

Creates, oversees the implementation of, and is responsible for successfully executing a multi-year implementation plan for student systems; and communicates that plan to key stakeholders.

Collaborates with district leaders to ensure alignment of systems with district priorities.

Identifies key results and measurable outcomes to evaluate system effectiveness and improved customer services to determine areas of improvement for the department.

Develops, supervises, and evaluates staff.

Engages in personal development activities to maintain currency with industry-wide best practices.

Directs staff responsible for the development and enhancement of information technology applications providing information on students.

Understands and applies principles of performance evaluation and professional growth for employees.

Performs related duties consistent with the scope and intent of the position.
