SUMMARY DESCRIPTION OF CLASSIFICATION: Supervises and provides leadership for countywide implementation of work-based learning programs, including internships, apprenticeships, and other career-related learning experiences. Provides leadership for career-readiness experiences for elementary and middle school students, including after-school and summer programs.Facilitates partnerships with industry groups, business partners, and other organizations to provide all students with career exposures and work-based experiences throughout the educational journey, specifically those that align with the current job market and in-demand careers. Uses data to inform program decisions and measure outcomes. Pursues and manages state and federal grants that support internships, apprenticeships, work-based learning, and innovative student programs that align with current industry needs. Provides training for administrators, classroom teachers, and internship coordinators, and provides support for employers who sponsor work-based learning placements. Provides training and support to middle and high school counselors in understanding the various career pathways and how students can align their interests to the pathways and to future employment. Keeps abreast of national and state trends in program areas, working with industry partners to ensure workforce development opportunities align to industry needs and provide students with relevant job experiences. Leads program monitoring and evaluation to ensure program growth over time for student enrollment and student completion of industry certification. Also, directs evaluation and selection of instructional materials that are aligned to current industry conditions and evolve based on stakeholder input. Supervises professional and support staff and implements professional growth systems. Interprets the programs to the Board of Education, staff, and community.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of high quality career and technical education (CTE) programs and their role in preparing a diverse student population for the future workforce. Thorough knowledge of current educational principles in CTE, career readiness, work-based learning, and expanding access for historically under-represented groups. Thorough knowledge of labor market trends. Thorough knowledge of work-based learning models and implementation of innovative career exposures for students K-12. Thorough knowledge of Montgomery County Public Schools (MCPS) organization, administration and policy related to CTE, career education, curriculum, equity, and instruction; and federal and state laws and standards. Knowledge of comprehensive program development and monitoring, grant writing, and current research and theory in the assigned area. Knowledge of accountability measures and data analysis. Ability to use technology to monitor student outcomes, support learning, data analysis, and communication. Knowledge of effective practices for instruction and support in the assigned area to meet the needs of a diverse student population. Ability to design and deliver professional development. Ability to work effectively with postsecondary and business partners, government organizations, principals, staff, and parents, as well as state and national colleagues to implement and monitor programs in diverse settings. Ability to design, implement, and monitor student career exposure and work-based learning programs. Excellent planning, organization, management, communication (oral and written), and human relations skills. Ability to prepare documents and presentations for the superintendent and Board of Education.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with specialization in the area of responsibility and course work in curriculum, assessment, instruction, supervision, or administration; doctoral degree preferred. Five years outstanding teaching experience in the appropriate area and level. Administrative or supervisory experience desirable. Successful recent leadership experiences in career and technical education, work-based learning, assessing program needs, curriculum and assessment development, instructional practices, program implementation and staff training desirable. Experience working effectively with institutions of higher learning, MSDE, community organizations, government agencies, and businesses. Experience in data analysis of student achievement, grant writing, policy and regulation development desirable. Experience with instructional technology applications to support teaching and learning, curriculum development, staff training, program and student accountability, and communication.
CERTIFICATE AND LICENSE REQUIREMENTS: Maryland Certification requirements for supervisors and principals or Administrator I (or administrator/supervisor coursework leading to Administrator I certification within time frame determined by MSDE guidelines), required.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) None.
SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Frequent extended work day required. Occasional attendance at evening Board of Education, PTA, and committee meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Leads the development and implementation of the instructional program in work-based learning and career readiness.

Leads programming for all internships, apprenticeships, and work-based learning programs in high school, and leads innovative career readiness initiatives for elementary and middle school students.

Manages special countywide programs, including innovative summer programs and extracurricular activities related to career readiness.

Develop systems that monitor, measure and report program progress toward defined program goals.

Collaborates with program managers and other offices who support student work-based programs and placements, including special education.

Collaborates with post-secondary partners to ensure a cohesive sequence of work-based learning experiences for students across all educational levels, including through two and four year degrees. Supervise CTE programs of study in assigned area.

Collaborates with higher education, industry groups, businesses, and other organizations to support development, implementation, and evaluation of career readiness and work-based learning programs that prepare students for college and career.

Collaborates with Maryland State Department of Education and government agencies to secure and manage grants, and align to state mandates and priorities. Leads partnership activities that ensure strong employer engagement in the instructional program.

Develops and maintains tools, websites, and databases to track student engagement in career readiness activities and work-based learning.

Leads countywide meetings of liaison/resource/special teachers, including internship coordinators and other staff who support students in work-based placements.

Provides support to external sponsors and employers for students in internships and apprenticeships. Keeps knowledgeable regarding ongoing and new program development.

Provides leadership in design and delivery of professional development activities for principals, teachers, and support staff and advises principals, resource teachers, and classroom teachers regarding instructionally related concerns, problems, and/or adjustments to new situations/curricula/programs.

Supervises the evaluation and selection of instructional materials used to support student experiences. Collects data and prepares responses to requests for information; articulates the program to the Board, staff, parents, and community.

Prepares required reports and annual budget requests; manages expenditures and accounts for countywide activities; makes presentations to interested staff and community groups.

Participates in interviewing and hiring and implementation of professional growth systems, including supervision of staff.
