SUMMARY DESCRIPTION OF CLASSIFICATION: Under general direction of the associate superintendent of finance, provides leadership for the MCPS operating budget processes; manages and supports both the operating budget development and implementation process, including the publication of annual operating budget at various stages of the process; closely monitors spending patterns to assure compliance with the budget; provides training to new employees; provides leadership in the development of short- and long-range planning processes, and monitors the implementation of plans; and provides support to budget specialists for the more difficult and complex assignments and exercises considerable independent judgment and initiative in providing leadership of various budget development and implementation processes.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Considerable knowledge of good management, budget and planning practices and the ability to institute these in leading the Budget Unit, Office of Finance. Ability to interpret the significance of financial and other planning data; conceptualize and implement new processes; and promote teamwork among people and units within an organization. Excellent oral and written communication and human relations skills. Ability to present budget information concisely to both MCPS leadership as well as staff and address queries with confidence. This position requires the knowledge and application of the three employee Professional Growth Systems established for the Montgomery County Association of Administrators and Principals and the Montgomery County Business and Operations Administrators the Montgomery County Education Association and the Service Employees International Union Local 500.
EDUCATION, TRAINING, AND EXPERIENCE: Graduation from an accredited college or university with a major in public or business administration or related field; courses or experience in accounting, auditing, budgeting or other fiscal areas. Masters degree in public or business administration or related field highly desired. Experience in supervision preferred. Considerable, progressively responsible staff work in public sector planning, budget preparation and administration, and management analysis. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Provides leadership in developing and recommending to the associate superintendent of finance and MCPS leadership sound budget concepts and practices for MCPS.


2. Provides clearly defined goals and objectives for Budget Unit staff, a working environment that encourages creativity, and assures that unit staff functions as a team in carrying out responsibilities.


3. Leads the planning and implementation of a process for developing the annual operating budget. Assures the development and production of operating budget documents that meet the requirements of Maryland statutes and regulation, County Council, and Board of Education policies, and the needs of the Board, school administration and the community.


4. Leads the development of long-range, multiyear budget projections required to implement plans.


5. Prepares the annual MCPS budget calendar and ensures that all information is received and requirements are met.


6. Reviews operating budget requests, analyzes the fiscal implications and recommends alternative courses of action; monitors approved operating budgets including transfers and reassignments of funds; reviews monthly financial projections with budget specialists and presents the results to the associate superintendent of finance and other MCPS leadership.


7. Responds to inquiries from the public and other governmental agencies regarding MCPS financial matters. As directed, compiles information on practices of other government agencies and develops comparative statistics.


8. Provides coordination for a major systemwide area of responsibility, with overarching implications for systemwide management, such as financial systems control and management, budget process and operational management, and position control.


9. Provides regular financial analysis to the associate superintendent of finance.


10. Compares budgets and management practices of other government agencies and school systems with those of MCPS, and recommends improvements to the associate superintendent of finance.


11. Acts as a resource on budget and resource issues at work sessions and hearings, and assures that expert advice on these issues is available to the associate superintendent of finance and MCPS staff, and county government and County Council staffs.


12. Leads the development and analysis of revenue projections and expenditure activities in support of budget planning and development.


13. Performs related duties consistent with the scope and intent of the position.
