SUMMARY DESCRIPTION OF CLASSIFICATION: Under the direction of the director of the Department of Special Education Services (DSES), administers and supervises services for students with cognitive and developmental disabilities provided through the Extensions program, School Community-based (SCB) program and Learning for Independence (LFI) services. Implements federal, state, and local policies and procedures related to students with disabilities; provides instructional and behavior support, trainings, and content expertise to administrators and instructional staff members systemwide in regard to students ' needs. Ensures success for all students and promotes best practices for instructing students with disabilities.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of federal and state special education laws and Montgomery County Public Schools (MCPS) policies and procedures regarding special education services, birth to age 21. Knowledge of ALOs aligned with the MCPS curriculum and the Maryland College and Career Ready Standards as they relate to special education. Knowledge of various MCPS service delivery models, instructional practices and behavior strategies to support the needs of students with cognitive and developmental disabilities. Extensive knowledge of best practices associated with the development of Functional Behavioral Assessments and Behavioral Intervention Plans for students with significant cognitive impairments. Knowledge and understanding of best practices for inclusion of students with significant cognitive abilities in the general education setting. Ability to work effectively with staff members, parents/guardians, and students. Excellent organizational and managerial skills. Ability to work independently, problem-solve, and use appropriate resources. Demonstrate competence in evaluating, observing, and supervising teachers. Excellent oral and written communication and human relations skills. Ability to collect and analyze data. Computer literacy required. Knowledge of the MCPS Professional Growth Systems.
EDUCATION, TRAINING, AND EXPERIENCE: Masters degree in special education or related field; at least five years of teaching experience serving students with disabilities across a range of ages and settings. Administrative and/or supervisory experience in special education, preferably in public schools. Experience in mentoring and supervising teaching staff members and in planning and developing professional development. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Meets Maryland State certification requirements for supervisor or Administrator I. Certification in special education or a related field. Completion of Observing and Analyzing Teaching (OAT) 1 is required; completion of OAT 2 is preferred.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Works closely and collaboratively with the associate superintendent, Office of Special Education, and director, DSES, to ensure the provision of services for students with disabilities on ALOs.

Provides support and/or supervises and evaluates instructional specialists, program specialists, behavior support teachers, social workers, and other program staff members.

Receives and responds to requests from principals and school-based staff members for support regarding the identification, evaluation, and placement of students with disabilities.

Collaborates with special education staff members and special education supervisors to provide consultative support to teachers of students with mild to moderate and significant intellectual disabilities with a focus on service models including Extensions, LFI, Autism, and SCB services.

Provides instructional and behavioral support to special education teachers.

Collects data on student performance; administers and interprets formal, informal, and
classroom-based assessments for students with intellectual disabilities and/or Autism to assist in instructional decisions designed to improve student achievement in the least restrictive environment.

Assists with the selection and adaptation of materials to assist students with intellectual disabilities and/or Autism, to access ALOs aligned with the curriculum and other curriculum models.

Works closely with school-based and central services staff members and parents/guardians to identify appropriate academic interventions and strategies to improve the performance outcomes of students with intellectual disabilities and/or Autism Spectrum Disorders (ASD).

Works cooperatively with school administrators, parents/guardians, teachers, and DSES staff members.

Supports the efforts of schools, parents/guardians, and community to improve the graduation rate of students with disabilities.

Plans and delivers districtwide professional learning opportunities for teachers and paraeducators working with students with intellectual disabilities and/or ASD with significant behavioral needs.

Collaborates with the Division of Business, Fiscal and Information Systems to develop budgets, allocate staffing, and secure necessary resources.

Responds verbally and in writing to parent/guardian inquiries regarding services to students on ALOs.

Participates in Individualized Education Program team meetings as appropriate.

Responds to and prepares written correspondence to principals and community members
at-large regarding the provision of special education services for students with intellectual disabilities and/or ASD.

Assures that staff members, principals, and teachers are informed of changes in laws, regulations, and policies.

Represents DSES on local and state committees.

Performs related duties consistent with the scope and intent of the position.
