SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the associate superintendent, Student and Family Support and Engagement (SFSE), the incumbent supervises Montgomery County Public Schools (MCPS) 10 and 12 month social workers and provides them with ongoing support and clinical guidance. The supervisor oversees, evaluates, facilitates professional development, coordinates assignments and schedules social workers. Under the guidance of SFSE leadership, develops and implements strategic plans to achieve new and established district goals; assesses the social emotional and mental health needs and trends of students and schools across the district; collects and analyzes relevant data to determine effectiveness and impact of programs, social worker services; reviews, reports, and recommends changes in policies, procedures, social worker placement and scheduling, based on student and school community needs and in accordance with local, state and federal legislation, guidelines and best practices; serves as liaison to Montgomery County (County) government and other County partners and community service agencies; and provides ongoing support to school administrators.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Proven ability to exercise independent judgment in social work or related field. Knowledge of MCPS and the local agencies providing services to youth and their families. Excellent clinical knowledge and skill in working with students experiencing significant social, emotional and behavioral issues and their families. Knowledge of MCPS alternative programs and philosophies related to alternative education. Knowledge of diversion programs for youth (i.e., Substance Use), restorative justice and practices, and rehabilitative practices for youth. Working knowledge of federal, state and local laws, policies and regulations related to special education in general and serious emotional disabilities specifically. Thorough knowledge of practices in developing and monitoring individualized education programs (IEPs) that include appropriate social skills, behavioral and academic goals; and knowledge of surface management strategies. Excellent human relations, oral and written communication skills. Must have the ability to work well in multi-disciplinary teams and to function effectively in multiple environments. Candidates should demonstrate competency in working with disadvantaged youth, as well as an understanding regarding structural inequalities that impact diverse populations. Ability to lead and motivate staff, to plan and implement professional development activities, ability to use computer and other technology to collect, maintain, analyze and provide data and information to social workers, administrators and district leadership. Skilled in staff and program supervision, and adult training techniques. Thorough knowledge of developmental needs of students, including ethnic or linguistic minorities; thorough knowledge of federal and state laws regarding immigration. Ability to manage office staff, records, financial accounts, and grant funding. Excellent oral and written communication skills with ability to speak effectively to both large and small groups, County partners and agencies, school administrators and central office leadership, as well as the ability to synthesize and summarize information; and excellent organizational skills. Thorough knowledge of current trends, best practices and MCPS programs, policies, regulations, and procedures as related to social emotional, mental health and well-being. Knowledge and experience with applicable MCPS Professional Growth Systems.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree in social work from an accredited college or university. A minimum of six (6) years paid experience in a setting working with students with emotional/behavioral needs. Experience and training which demonstrates successful use of clinical skills in working with such students and/or their families, other programs, and agencies. Demonstrated leadership in assessing student needs; planning, developing and implementing programs; evaluating program effectiveness; and in planning and conducting staff training for professional development. Five years administrative and/or supervisory experience required. Experience in working with students and parents from other cultures; or any combination of applicable education, training, and experience, which provide the knowledge, abilities and skills necessary to perform effectively in the position.
CERTIFICATE AND LICENSE REQUIREMENTS: A valid license issued by the Maryland State Board of Social Work Examiners; must be licensed at the LCSW-C level. In addition, must have: one social work graduate course in supervision from a Master's degree program accredited by the Council on Social Work Education; or 12 hours of agency-sponsored supervision training; or 12 credit hours of continuing education in social work supervision by a Board-authorized sponsor.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Provides clinical and administrative supervision and support to 10 and 12 month social workers.
Oversees day-to-day management of social workers within the unit.
Monitors and ensures social workers¿ consistent implementation of and compliance with MCPS policies, regulations, practices, legislation and best practices.
Holds regular team meetings to provide ongoing support, accountability and communication.
Implements, monitors, and oversees the appropriate and effective placement of social workers.
Engages, collaborates with and liaises with County government, agencies and partners.
Collects, analyzes information and data relevant to the work and initiatives within the office¿s area of supervision and presents reports to SFSE and district leaders as requested.
Assesses and provides recommendations on changes to MCPS policies, practices and programs, relative to services provided by social workers and services impacting the social emotional, mental health and well-being of students.
Selects, supervises, and evaluates social workers and ensures the effective and efficient management of the unit.
Develops and implements strategic plans relative to the work of the office, County trends and needs of the district and students.
Establishes, maintains and enhances relationships with other MCPS offices, County government, agencies, organizations and other stakeholders and ensures ongoing coordination of services to the district, schools and students/families.
Oversees and continuously assesses the effectiveness and impact of social workers and programs, provides updates to SFSE leadership and recommends appropriate changes. Implements systemwide and school-specific changes as needed.
Engages and works with school administrators to assess placement issues, short term and long term needs of specific schools and appropriately addresses those needs through clinical support, implementation of programs, provision of resources, and/or strategic placement of social workers.
Keeps abreast of social emotional and mental health trends, programs, practices, current legislation and MCPS initiatives and provides appropriate direction, training and professional development opportunities to social workers.
Establishes, plans, and implements a continuous and robust professional development program for social workers.
Assists social workers in resolving critical or complex issues/situations at the school or district level.
Participates in MCPS and stakeholder meetings, work groups and collaborative efforts of County government, agencies and other community partners, as needed.
Performs related duties consistent with the scope and intent of the position.
