SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of Student Engagement, Behavioral Health and Academics, Office of Teaching, Learning and Schools - Student and Family Support and Engagement, supervises and provides leadership for the planning, development, and implementation of programs related to behavioral health, student discipline, and restorative justice, particularly with students receiving special education services. The supervisor is responsible for evaluating and ensuring that such programs address student behavioral health concerns and promote social emotional health and well-being, so students may freely engage in learning and pursue opportunities for academic success. Assists with application preparation and monitoring of state and federal grants related to the work of this position. Manages programs to promote parent/guardian involvement and support for student success. Provides relevant professional development and support for central office staff and school-based administrators and staff. Keeps abreast of national, state, and local laws, trends and regulations in program areas. Leads program monitoring and evaluation of assigned programs. Represents the programs to the Board of Education, staff, and community, as directed. This position is grant funded.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of MCPS and MSDE school discipline principles and practices; challenges in equitable implementation of such policies and practices. Thorough knowledge of behavioral health, restorative justice, and school discipline principles and practices relative to academic success. Demonstrated ability to design, implement, and monitor student academic intervention and support programs and behavioral health programs, with equity and cultural proficiency to ensure the effectiveness of program and maximum benefit to students, particularly for students receiving special education services. Knowledge and experience in special education behavioral interventions, reviewing and monitoring data related to interventions and supports outlined in student IEPs. Ability to design and deliver professional development. Thorough knowledge of Montgomery County Public Schools (MCPS) organization, administration and policy related to curriculum, assessment, and instruction; and federal and state laws related to curriculum, assessment, and instruction. Knowledge of accountability measures and achievement data analysis. Knowledge of technology to support learning, data analysis, and communication. Ability to work effectively with principals, staff, and parents, as well as colleagues from state and national organizations, to implement and monitor programs for effectiveness in diverse settings. Excellent planning, organization, management, communication (oral and written), and human relations skills. Ability to prepare documents and presentations for the superintendent and Board of Education.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree from an accredited college or university with specialization in the area of responsibility and course work in curriculum, special education, assessment, instruction, supervision, or administration. Five years of outstanding teaching experience in the appropriate area and level. Administrative or supervisory experience desirable. Successful recent leadership experiences in assessing program needs, curriculum and assessment development, instructional practices, program implementation and staff training desirable. Experience working effectively with MSDE, community organizations, government agencies, and businesses. Experience in data analysis of student achievement, grant writing, policy and regulation development desirable. Experience with restorative justice, student discipline, behavioral health management, and special education.
CERTIFICATE AND LICENSE REQUIREMENTS: Maryland Certification requirements for supervisors and principals or Administrator I (or administrator/supervisor coursework leading to Administrator I certification within time frame determined by MSDE guidelines), required.

SPECIAL REQUIREMENTS: (Frequent overtime or night work required, etc.) Occasional attendance at evening Board of Education, PTA, parent/community organization, and committee meetings.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

1. Leads the development and monitoring of the implementation of student behavioral intervention programs to address MCPS priorities and state mandates and priorities related to equitable discipline practices and reducing disparate discipline outcomes.
2. Supports schools in implementation of programs and practices related to student intervention and behavioral health.
3. Provides guidance and training materials/activities to support principals in the professional development of staff to ensure equitable and effective approaches to student discipline, behavioral health, and restorative justice practices.
4. Engages in ongoing professional development and reviews best practices, recent literature, and research studies and reports to keep abreast of ongoing and new developments in the assigned areas.
5. Evaluates reports and student data related to student discipline and academic achievement; and develops modifications to improve existing programs relevant to student intervention and behavioral health.
6. Leads activities within the alternative programs in schools and related to student disciplinary procedures that promote parent/guardian engagement and support for students' academic success.
7. Collects data relevant to student discipline outcomes and related interventions and prepares responses to requests for information to the Board, staff, parents, and community.
8. Liaises with Maryland State Department of Education (MSDE) on alternative education and student discipline, particularly addressing disparate discipline outcomes.
9. Prepares required reports and annual budget requests; manages expenditures and accounts for countywide activities; recommends allocation of grant funds according to need and best utilization; maintains files, records, and/or expenditure controls for assigned areas.
10. Collaborates with other MCPS offices and departments to improve assigned program.
11. Under direction of the director, performs other duties as assigned.
