SUMMARY DESCRIPTION OF CLASSIFICATION: Under direction of the director of Division of Prekindergarten, Special Programs, and Related Services (DPSPRS), administers and supervises the provision of speech and language services for students with speech-language impairments and other disabilities. Implements federal, state, and local regulations and policies related to students with disabilities. Supports and monitors speech-language pathologists in the provision of speech-language services that meet the needs of each student. Serves as liaison to the Department of Special Education Services (DSES) by collaborating with central office and school-based administrators and instructional staff members systemwide in regard to students¿ needs. Provides leadership to support success for all students and promote best practices for instruction of students with disabilities.
MINIMUM QUALIFICATION STANDARDS
KNOWLEDGE, SKILLS, AND ABILITIES: Thorough knowledge of federal and state special education laws and Montgomery County Public Schools (MCPS) policies and procedures regarding special education services, birth to age 21. Extensive knowledge of best practices related to provision of speech-language pathology services. Knowledge of various MCPS service delivery models to support the needs of students with disabilities. Considerable knowledge of best practices in special education instruction and the strategies designed to promote inclusive practices. Knowledge of assessment tools and practices for evaluation of students with speech-language impairments including students from diverse cultural and linguistic backgrounds. Skilled in using standard technology tools and software efficiently and effectively. Ability to work effectively with staff members, parents/guardians, and students. Demonstrated ability to collect and analyze data. Able to work independently, problem-solve, and manage use of resources. Excellent organizational and managerial skills. Demonstrated competence in observing, evaluating, and supervising speech-language pathologists. Excellent oral and written communication and human relations skills.
EDUCATION, TRAINING, AND EXPERIENCE: Master's degree in speech-language pathology; at least five years of experience providing speech-language services to students across a range of ages and settings. Administrative and/or supervisory experience in special education, preferably in public schools. Experience in consulting with and supervising speech-language pathologists and in planning, developing, and delivering professional learning. Computer literacy required. Other combinations of applicable education, training, and experience, which provide the knowledge, abilities, and skills necessary to perform effectively in the position, may be considered.
CERTIFICATE AND LICENSE REQUIREMENTS: Maryland licensure in Speech-Language Pathology from the Maryland Department of Health. Certification by the American Speech-Language-Hearing Association in Speech-Language Pathology. Meets Maryland State Department of Education certification requirements for Administrator I and in the assigned discipline. Completion of OAT I and II, or completion within one year of the position date.
PHYSICAL DEMANDS: (Special requirements such as lifting heavy objects and frequent climbing.) As required by the duties and responsibilities of the job.

EXAMPLES OF DUTIES AND RESPONSIBILITIES:

Works closely and collaboratively with the associate superintendent, Office of Special Education (OSE), and the DSES director to ensure the provision of speech-language services for students with disabilities within comprehensive and special school settings.

Supervises and evaluates instructional specialists, speech-language pathologists, and support staff assigned to the Speech and Language Services unit.

Provides leadership and oversight in the selection of assessment tools and implementation of evaluation practices for speech-language pathologists.

Provides leadership in reviewing and revising speech-language processes to continually implement best practices and ensure the needs of students, families, and staff are being met.

Plans and delivers districtwide professional learning opportunities for speech-language pathologists.

Receives and responds to requests from principals and school-based staff members for support regarding the identification and placement of students with disabilities.

Collaborates with staff members in the Central Placement Unit and the Resolution and Compliance Unit as needed.
Works cooperatively with school administrators, parents/guardians, school-based staff, and the Division of Prekindergarten, Special Programs, and Related Services staff.

Supports schools, parents/guardians, and community efforts to improve the outcomes of students with disabilities.

Provides leadership for a team of instructional specialists and program support staff members to collect, monitor, and analyze data related to service provision for students receiving speech-language services.

Monitors enrollment in speech-language services and plans for adjustment in allocations when needed.

Collects data and collaborates with the Division of Business, Fiscal and Information Systems to develop budgets, allocate staffing, and secure necessary resources.

Assists the Office of Human Resources and Development in hiring and assigning speech-language pathologists.

Manages contracts with agencies providing mandated speech-language pathology services related to vacancies.

Manages the provision of speech-language services during Extended School Year Services, including hiring staff.

Responds verbally and in writing to parent inquiries regarding speech-language services.

Responds to and prepares written correspondence to principals, parents/guardians, and community members at large regarding the provision of speech-language services.

Assures that staff members, principals, and teachers are informed of changes in special education laws, regulations, and policies.

Collaborates with other MCPS offices to support the effective and consistent implementation of Individualized Education Program (IEP) processes and procedures.

Participates in IEP team meetings as appropriate.

Supports the monitoring and implementation of Medical Assistance Program documentation.

Represents MCPS and OSE on local and state committees.

Performs related duties consistent with the scope and intent of the position.
